(Fabrice Coffrini\/AFP via Getty Images)<\/figcaption><\/figure><\/figure>\n\n<p class=\"wp-block-paragraph\">The World Health Organization, a specialized agency of the United Nations, has historically served <a href=\"https:\/\/www.weforum.org\/agenda\/2020\/04\/world-health-organization-what-it-does-how-it-works\/\" target=\"_blank\" rel=\"noopener noreferrer\">several public health functions<\/a>, including fighting communicable and non-communicable diseases. It has played a high-profile role in\u00a0<a href=\"https:\/\/www.nytimes.com\/2020\/04\/16\/health\/WHO-Trump-coronavirus.html\" target=\"_blank\" rel=\"noopener noreferrer\">addressing the global spread of the coronavirus<\/a>, which it <a href=\"https:\/\/www.who.int\/dg\/speeches\/detail\/who-director-general-s-opening-remarks-at-the-media-briefing-on-covid-19---11-march-2020\" target=\"_blank\" rel=\"noopener noreferrer\">characterized as a pandemic<\/a>\u00a0in early March.\u00a0But in mid-April, U.S. President Donald Trump ordered his administration to\u00a0<a href=\"https:\/\/www.nytimes.com\/2020\/04\/14\/us\/politics\/coronavirus-trump-who-funding.html\" target=\"_blank\" rel=\"noopener noreferrer\">halt U.S. funding<\/a> of the organization, accusing it of making a series of consequential mistakes in its handling of COVID-19. On May 29, Trump announced that he would seek to terminate the country\u2019s relationship with the WHO completely and redirect funds toward other world public health needs.<\/p>\n\n<p class=\"wp-block-paragraph\">Amid scrutiny of the WHO, here are key facts about the organization and how Americans see it.<!--more--><\/p>\n\n<div class=\"wp-block-prc-block-collapsible--to-convert\"><\/div>\n\n\n<h4 id=\"how-we-did-this\" class=\"wp-block-heading\">How we did this<\/h4>\n\n<p class=\"wp-block-paragraph\">Over the past few months, Pew Research Center has tracked attitudes about the coronavirus response. This analysis is based on data from multiple sources.<\/p>\n\n<p class=\"wp-block-paragraph\">Data on the World Health Organization\u2019s biennium budget is drawn from the agency\u2019s biannual <a href=\"https:\/\/www.who.int\/about\/finances-accountability\/budget\/en\/\" target=\"_blank\" rel=\"noopener noreferrer\">program budgets reports<\/a>. Data on contributions to the WHO is drawn from the <a href=\"http:\/\/open.who.int\/2020-21\/contributors\/contributor\" target=\"_blank\" rel=\"noopener noreferrer\">WHO\u2019s contributions database<\/a>. Contributions were calculated as a percentage of the total approved budget rather than as a percentage of total contributions.<\/p>\n\n<p class=\"wp-block-paragraph\">Data on attitudes about the WHO is based on a survey of 10,957 U.S. adults from April 29 to May 5, 2020. Everyone who took part is a member of Pew Research Center\u2019s American Trends Panel (ATP), an online survey panel that is recruited through national, random sampling of residential addresses. This way nearly all U.S. adults have a chance of selection. The survey is weighted to be representative of the U.S. adult population by gender, race, ethnicity, partisan affiliation, education and other categories. Read more about the <a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/methods\/u-s-survey-research\/american-trends-panel\/\">ATP\u2019s methodology<\/a>.<\/p>\n\n<p class=\"wp-block-paragraph\">Here are the <a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/global\/wp-content\/uploads\/sites\/2\/2020\/05\/PG_2020.05.21_International-Cooperation-COVID_TOPLINE.pdf\">questions<\/a> used for this report, along with responses, and the <a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/global\/2020\/05\/21\/international-cooperation-covid19-methodology\/\">survey methodology<\/a>.\n<\/p>\n\n<p class=\"is-style-has-big-number wp-block-paragraph\"><strong>The WHO is funded by the UN, other intergovernmental organizations and a slew of nongovernmental organizations and private donors.<\/strong> <a href=\"https:\/\/www.who.int\/about\/funding\/assessed\/en\/#:~:text=WHO's%20Programme%20Budget%20is%20financed,the%20country's%20wealth%20and%20population.\" target=\"_blank\" rel=\"noopener noreferrer\">Funding<\/a> is made up of both required (or \u201cassessed\u201d) contributions from member states and voluntary contributions, which can also come from member states. Other top donors include Gavi, the Vaccine Alliance; the UN Office for the Coordination of Humanitarian Affairs (UNOCHA); Rotary International; the World Bank; the European Commission; and other WHO member states including the UK, Germany and Japan.<\/p>\n\n<p class=\"wp-block-paragraph\">It is <a href=\"https:\/\/www.cnn.com\/2020\/04\/15\/politics\/trump-who-funding-congress\/index.html\" target=\"_blank\" rel=\"noopener noreferrer\">not clear<\/a> whether Trump has unilateral authority to cut U.S. funding to the organization. <a href=\"https:\/\/www.forbes.com\/sites\/adamandrzejewski\/2020\/04\/14\/35-billion-has-flowed-from-us-taxpayers-to-the-world-health-organization-since-2010\/#621db15d7241\" target=\"_blank\" rel=\"noopener noreferrer\">Since 2010<\/a>, at least 10 different federal agencies have sent money to the WHO. Prior to Trump\u2019s decision, the U.S. was expected to make contributions equal to roughly 11% of the WHO\u2019s 2020-2021 budget. Whereas 62% of Democrats and Democratic-leaning independents say the organization has done at least a good job in handling the pandemic, only 28% of Republicans and GOP leaners say the same.<\/p>\n\n<p class=\"wp-block-paragraph\">The public rates the WHO\u2019s pandemic response more negatively than that of national health authorities. Trust is <a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/global\/2020\/05\/21\/americans-give-higher-ratings-to-south-korea-and-germany-than-u-s-for-dealing-with-coronavirus\/pg_2020-05-21_international-cooperation-covid_0-15\/\">highest among younger adults and those with more education<\/a>, though differences by education and age are relatively small compared with those by partisan identification and ideology. For example, 86% of liberal Democrats and Democratic-leaning independents say they trust information from the WHO at least a fair amount, compared with 27% of conservative Republicans and GOP leaners.<\/p>\n\n<p class=\"wp-block-paragraph\">Partisans are somewhat less divided when it comes to trusting information about the coronavirus outbreak from the European Union, which is generally trusted, and the Chinese government, which is broadly distrusted.<\/p>\n\n<p class=\"wp-block-paragraph\">In his <a href=\"https:\/\/www.nytimes.com\/2020\/04\/14\/us\/politics\/coronavirus-trump-who-funding.html\" target=\"_blank\" rel=\"noopener noreferrer\">criticisms<\/a> of the WHO, Trump has argued that the
