(Pius Utomi Ekpei\/AFP via Getty Images)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">During the <a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/topic\/coronavirus-disease-covid-19\/\">COVID-19 pandemic<\/a>, countries around the world restricted large gatherings to reduce the spread of the virus. Religious events, including in-person worship services, were banned in many places. In every region of the globe, at least some religious groups protested these regulations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pew Research Center\u2019s 13th annual <a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/religion\/2022\/11\/29\/how-covid-19-restrictions-affected-religious-groups-around-the-world-in-2020\/\">report on restrictions on religion<\/a> in 2020 includes a new analysis of how public health measures related to the coronavirus affected religious groups the year the pandemic took hold globally. The studies are part of the Pew-Templeton Global Religious Futures project, which analyzes religious change and its impact on societies around the world.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To measure global restrictions on religion in 2020 \u2013 the most recent year for which data is available \u2013 the study rates 198 countries and territories by their levels of government restrictions on religion and social hostilities involving religion. The new study is based on the same 10-point indexes used in the previous studies.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The <strong>Government Restrictions Index (GRI)<\/strong> measures government laws, policies and actions that restrict religious beliefs and practices.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The <strong>Social Hostilities Index (SHI)<\/strong> measures acts of religious hostility by private individuals, organizations or groups in society.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">To track these indicators of government restrictions and social hostilities, researchers combed through more than a dozen publicly available, widely-cited sources of information, including the U.S. Department of State\u2019s annual Reports on International Religious Freedom and annual reports from the U.S. Commission on International Religious Freedom, as well as reports and databases from a variety of European and United Nations bodies and several independent, nongovernmental organizations. (Read the <a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/religion\/2022\/11\/29\/restrictions-2022-methodology\/\">methodology<\/a> for more details on sources used in the study.)<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For the section on the COVID-19 pandemic, which is new in this year\u2019s report, coders collected information from the same set of sources used for the annual tracking of restrictions on religion. To supplement these sources, coders electronically searched English-language newspaper websites for each country and territory analyzed, using terms related to religious restrictions and COVID-19 to find relevant news articles. Coders also reviewed English-language global news sites and reports on COVID-19 produced by organizations including think tanks and university research centers. (For a list of the global news sites and organizations, read the <a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/religion\/2022\/11\/29\/restrictions-2022-methodology\/\">methodology<\/a>.)<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To keep the data sources for the GRI and SHI consistent from year to year, incidents that appeared only in the newspaper websites used for the COVID-19 section are <em>not<\/em> included in either of those indexes. Leaders of the Free Grace Baptist Church and Free Reformed Church in Chillwack, British Columbia, argued that restrictions on gatherings violated their rights and freedoms. In <a href=\"https:\/\/www.brusselstimes.com\/belgium-all-news\/112739\/catholics-take-legal-action-to-overturn-ban-on-open-services\">Belgium<\/a>, for instance, about 100 Catholics asked the Council of State to nullify the suspension of all religious gatherings (other than funerals), arguing it was unfair that large crowds were allowed to go to shops but not to Mass. They argued that the rule was \u201cdisproportionate and violates religious freedom as guaranteed in the [country\u2019s] Constitution.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>In nearly a quarter of countries, governments used physical force, such as arrests and raids, to make religious groups comply with COVID-19 public health measures. <\/strong>In <a href=\"https:\/\/www.ghanaweb.com\/GhanaHomePage\/africa\/Tear-gas-fired-at-mosques-in-Comoros-935023\">Comoros<\/a>, <a href=\"https:\/\/catholicherald.co.uk\/after-seven-months-of-lockdown-police-violently-shut-down-church-reopenings-in-gabon\">Gabon<\/a> and <a href=\"https:\/\/www.aljazeera.com\/news\/2020\/9\/3\/nepal-police-break-up-religious-rally-amid-coronavirus-surge\">Nepal<\/a>, police used tear gas to disperse religious gatherings that violated COVID-19 lockdown rules. In the United States, <a href=\"https:\/\/www.cbsnews.com\/news\/houses-of-worship-and-states-battle-over-coronavirus-restrictions\/?intcid=CNM-00-10abd1h\">police in New Jersey arrested 15 people<\/a> at a rabbi\u2019s funeral that violated the state\u2019s stay-at-home order. (The arrests came after some mourners became disorderly and argumentative when police tried to turn the crowd away, <a href=\"https:\/\/philadelphia.cbslocal.com\/2020\/04\/02\/lakewood-township-police-15-charged-funeral-violating-nj-stay-at-home-order-coronavirus\/\">according to media reports<\/a>.) In South Korea, authorities raided the headquarters of <a href=\"https:\/\/foreignpolicy.com\/2020\/08\/19\/south-korea-coronavirus-scapegoat-shincheonji\/\">the Shincheonji Church of Jesus<\/a>, largely because it violated restrictions on public gatherings and its leader refused to share membership lists with authorities so they could track the spread of the virus. And in <a href=\"https:\/\/www.state.gov\/reports\/2020-report-on-international-religious-freedom\/india\/\">India<\/a>, two Christians died after being beaten in police custody; they had been accused of violating COVID-19 curfews in the state of Tamil Nadu.<\/p>\n\n\n\n<figure class=\"wp-block-image size-640-wide\"><a rel=\"attachment wp-att-10247\" href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/short-reads\/2022\/11\/29\/key-findings-about-covid-19-restrictions-that-affected-religious-groups-around-the-world-in-2020\/ft_2022-11-29_restrictionskeyfindings_03-png\/\"><img or gatherings to the spread of COVID-19. And in 39 countries (20% of all studied) private individuals or groups attributed the spread of the virus to religious groups. In Pakistan, Shiite Muslims of Hazara ethnicity who returned from a pilgrimage to Iran were accused by officials in the country\u2019s western province of spreading COVID-19, <a href=\"https:\/\/www.uscirf.gov\/sites\/default\/files\/2021-05\/Pakistan%20Chapter%20AR2021.pdf\">according to the U.S. Commission on International Religious Freedom<\/a>. In <a href=\"https:\/\/www.voacambodia.com\/a\/linked-to-viral-outbreak-cambodian-muslims-facing-backlash\/5341035.html\">Cambodia<\/a>, which has a Buddhist majority, the Ministry of Health in March 2020 began drawing attention to Muslims by including a special category about them in infection rate data, after reports emerged that Cambodian Muslims had contracted COVID-19 at a religious gathering in Malaysia before returning to Cambodia. Afterward, some Muslims said they faced suspicion and discrimination. Some Cambodian merchants reportedly refused to sell goods to Muslims, while other non-Muslims wore masks only in the presence of Muslims.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Private groups or individuals also used conspiracy theories or other inflammatory speech to blame specific religious groups for the spread of the virus. In 23 countries, such comments targeted Jews. Meanwhile, Christian groups were accused in nine countries of having spread COVID-19. And in <a href=\"https:\/\/www.state.gov\/reports\/2020-report-on-international-religious-freedom\/albania\/\">Albania<\/a>, religious leaders assisted the government\u2019s health measures and canceled religious gatherings for two months.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Overall, scores captured in the Center\u2019s Government Restrictions Index (GRI) and Social Hostilities Index (SHI) remained fairly stable in 2020.<\/strong> The median score on the GRI &#8211; which includes laws, policies and actions by government officials that impinge on religious beliefs and practices \u2013 fell from 2.9 in 2019 to 2.8 in 2020. And the median score on the SHI, which includes religion-related hostilities by private individuals and organizations, increased slightly from 1.7 in 2019 to 1.8 in 2020. At the same time, the number of countries with \u201chigh\u201d or \u201cvery high\u201d levels of social hostilities fell from 43 countries (22%) in 2019 to 40 countries (20%) in 2020, which was
