At Pew Research Center, we\u2019ve looked hard at the <a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/methods\/2016\/05\/02\/evaluating-online-nonprobability-surveys\/\">advantages<\/a> and <a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/methods\/2017\/05\/15\/what-low-response-rates-mean-for-telephone-surveys\/\">limitations<\/a> of our methods. We\u2019ve also contributed to the survey profession\u2019s <a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/methods\/2015\/05\/13\/from-telephone-to-the-web-the-challenge-of-mode-of-interview-effects-in-public-opinion-polls\/\">understanding<\/a> of <a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/methods\/2020\/02\/18\/assessing-the-risks-to-online-polls-from-bogus-respondents\/\">data quality problems<\/a> in polls that use <a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/methods\/2023\/09\/07\/comparing-two-types-of-online-survey-samples\/\">online \u201copt-in\u201d sampling<\/a> \u2013 an approach where people are not selected randomly but are instead recruited from a variety of online sources like banner ads or social media.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In this analysis, we\u2019ll show how some recent findings from an opt-in poll may have unintentionally misled the public about the sensitive issue of Holocaust denial among young Americans.<\/p>\n\n\n<div style=\"border-width:1px;padding-bottom:var(--wp--preset--spacing--20);padding-left:var(--wp--preset--spacing--30);padding-right:var(--wp--preset--spacing--30);padding-top:var(--wp--preset--spacing--20);--block-gap: inherit\" class=\"wp-block-prc-block-collapsible has-background has-ui-beige-very-light-background-color has-border-color has-ui-beige-dark-border-color\" id=\"how-we-did-this\" data-wp-interactive=\"{&quot;namespace&quot;:&quot;prc-block\\\/collapsible&quot;}\" data-wp-context=\"{&quot;collapsibleId&quot;:&quot;how-we-did-this&quot;,&quot;isOpen&quot;:false}\" data-wp-class--is-open=\"context.isOpen\" data-wp-init--scroll-into-view=\"callbacks.onInitScrollIntoView\"><div class=\"wp-block-prc-block-collapsible__title\" data-wp-on--click=\"actions.onClick\"><div>How we did this<\/div><button class=\"wp-block-prc-block-collapsible__icon\"><span data-wp-bind--hidden=\"context.isOpen\"><i class=\"icon icon-library__light icon__circle-plus\"><svg style=\"width: 1em; height: 1em;\"><use xlink:href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/wp-content\/plugins\/prc-icon-library\/build\/icons\/sprites\/light.svg#circle-plus\"><\/use><\/svg><\/i><\/span><span data-wp-bind--hidden=\"!context.isOpen\" hidden><i class=\"icon icon-library__light icon__circle-minus\"><svg style=\"width: 1em; height: 1em;\"><use xlink:href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/wp-content\/plugins\/prc-icon-library\/build\/icons\/sprites\/light.svg#circle-minus\"><\/use><\/svg><\/i><\/span><\/button><\/div><div class=\"wp-block-prc-block-collapsible__content\">\n\n<p class=\"wp-block-paragraph\">Pew Research Center conducted this analysis to see if findings related to Holocaust denial among young Americans \u2013 drawn from a <a href=\"https:\/\/www.economist.com\/united-states\/2023\/12\/07\/one-in-five-young-americans-thinks-the-holocaust-is-a-myth\">December 2023 online opt-in survey<\/a> \u2013 would be repeated when data was collected using more rigorous, probability-based methods.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To find out, we repeated five questions from the December poll on a survey of 5,140 U.S. adults that we conducted Jan. 16-21, 2024. The questions were asked with the same wording and format as in the original survey to ensure that any differences in the results could not be attributed to differences in the wording.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Everyone who completed the January survey is a member of the Center\u2019s American Trends Panel (ATP), an online survey panel that is recruited through national, random sampling of residential addresses. This way nearly all U.S. adults have a chance of selection. And for some purposes, such as election polling, they can <a href=\"https:\/\/medium.com\/3streams\/revisiting-the-gold-standard-of-polling-new-methods-outperformed-traditional-ones-in-2020-451650a9ba5b\">perform similarly<\/a> to more traditional survey approaches.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There is evidence, however, that the online environment in which they operate is somewhat unstable.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In particular, several recent studies have documented large errors in online opt-in surveys due to the presence of so-called <a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/methods\/2020\/02\/18\/assessing-the-risks-to-online-polls-from-bogus-respondents\/\">\u201cbogus respondents.\u201d<\/a> These respondents do not answer questions sincerely; instead, they attempt to complete surveys with as little effort as possible to earn money or other rewards.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Studies have shown that bogus respondents can cause opt-in surveys to overestimate rare attitudes and behaviors, such as <a href=\"https:\/\/www.medrxiv.org\/content\/10.1101\/2020.12.11.20246694v3\">ingesting bleach<\/a> to protect against COVID-19, <a href=\"https:\/\/papers.ssrn.com\/sol3\/papers.cfm?abstract_id=3131087\">belief in conspiracies<\/a> like Pizzagate or <a href=\"https:\/\/www.pnas.org\/doi\/full\/10.1073\/pnas.2116870119\">support for political violence<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At Pew Research Center, we\u2019ve found that this type of overreporting tends to be especially concentrated in estimates for adults under 30, as well as Hispanic adults. Bogus respondents may be identifying this way in order to <a href=\"https:\/\/www.cambridge.org\/core\/journals\/journal-of-experimental-political-science\/article\/fraud-in-online-surveys-evidence-from-a-nonprobability-subpopulation-sample\/52CCFB8B9FEFC4C11155BE256F6D9116\">bypass screening questions<\/a> that might otherwise prevent them from receiving a reward, though the precise reasons are difficult to pin down. Whatever the underlying cause, the result can be unreliable estimates for those groups.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For example, in a February 2022 survey experiment, we asked opt-in respondents if they were <a href=\"https:\/\/washstat.org\/hansen\/2022Kennedy.pdf\">licensed to operate a class SSGN (nuclear) submarine<\/a>. In the opt-in survey, 12% of adults under 30 claimed this qualification, significantly higher than the share among older respondents. In reality, the share of Americans with this type of submarine license rounds to 0%.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The problem was even worse for Hispanic estimates. About a quarter (24%) of opt-in cases claiming to be Hispanic said they were licensed to operate a nuclear sub, versus 2% of non-Hispanics.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another Pew Research Center study comparing <a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/methods\/2023\/09\/07\/comparing-two-types-of-online-survey-samples\/\">three online opt-in samples and three probability-based panels<\/a> had similar findings, though on different topics. We asked respondents 16 yes\/no questions on topics ranging from smoking and hypertension to collecting Social Security and receiving workers\u2019 compensation. Young and\/or Hispanic opt-in respondents were significantly more likely than other respondents to answer \u201cyes\u201d to 10 or more of these questions, claiming combinations of characteristics that are virtually nonexistent in reality. Critically, on the more rigorous probability-based surveys, very few respondents in any age group gave the same kind of implausible answers to these questions.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"recent-opt-in-poll-made-headlines-on-holocaust-denial-among-young-adults\">Recent opt-in poll made headlines on Holocaust denial among young adults<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">In the context of what we\u2019ve learned from our investigations into opt-in polls, we took particular notice of a recent <a href=\"https:\/\/www.economist.com\/united-states\/2023\/12\/07\/one-in-five-young-americans-thinks-the-holocaust-is-a-myth\">online opt-in survey that had a startling finding<\/a> about Holocaust denial among young Americans. The survey, fielded in December 2023, reported that 20% of U.S. adults under 30 agree with the statement, \u201cThe Holocaust is a myth.\u201d This alarming finding received <a href=\"https:\/\/www.timesofisrael.com\/one-in-five-young-americans-believes-the-holocaust-is-a-myth-poll-finds\/\">widespread attention<\/a> from the <a href=\"https:\/\/www.dailymail.co.uk\/news\/article-12847181\/One-five-young-Americans-believes-Holocaust-myth.html\">news media<\/a> and on social networks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">From a survey science perspective, the finding deserved a closer look. It raised both of the red flags in the research literature about bogus respondents: It focused on a rare attitude (Holocaust denial), and it involved a subgroup frequently \u201cinfiltrated\u201d by bogus respondents (young adults).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Other questions asked in that December opt-in poll also pointed to a need for scrutiny. In the same poll, about half of adults under 30 (48%) expressed opposition to legal abortion. This result is dramatically at odds with rigorous polling from multiple survey organizations that consistently finds the rate of opposition among young adults to be much lower.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In an <a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/politics\/2023\/04\/26\/nearly-a-year-after-roes-demise-americans-views-of-abortion-access-increasingly-vary-by-where-they-live\/\">April 2023 Pew Research Center survey<\/a>, for instance, 26% of U.S. adults under 30 said abortion should be illegal in all or most cases. This was 13 points lower than the share among older Americans (39%). Our estimate for young adults was similar to ones from other, more recent probability-based surveys, such as an <a href=\"https:\/\/apnorc.org\/projects\/most-americans-support-legal-abortion-with-some-restrictions-ap-norc\/\">AP-NORC survey from June 2023<\/a> (27%) and a <a href=\"https:\/\/www.kff.org\/coronavirus-covid-19\/poll-finding\/vaccine-monitor-november-2023-with-covid-concerns-lagging-most-people-have-not-gotten-latest-vaccine\/\">KFF survey from November 2023<\/a> (28%).<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"opt-in-findings-on-holocaust-denial-abortion-do-not-replicate\">Opt-in findings on Holocaust denial, abortion do not replicate<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">We attempted to replicate the opt-in poll\u2019s findings in our own survey, fielded in mid-January 2024 on Pew Research Center\u2019s <a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/our-methods\/u-s-surveys\/the-american-trends-panel\/\">American Trends Panel<\/a>.<\/p>\n\n\n\n<figure class=\"wp-block-image alignright size-640-wide is-resized\"><a rel=\"attachment wp-att-8244\" href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/short-reads\/2024\/03\/05\/online-opt-in-polls-can-produce-misleading-results-especially-for-young-people-and-hispanic-adults\/sr_24-03-04_opt-in-polls_2-png\/\"><img data-dominant-color=\"eeefef\" data-has-transparency=\"false\" loading=\"lazy\" decoding=\"async\" width=\"620\" height=\"1080\"  sizes=\"(max-width: 480px) 480px, (max-width: 782px) 782px, 640px\" srcset=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/wp-content\/uploads\/sites\/20\/2024\/03\/SR_24.03.04_opt-in-polls_2.png?resize=480,836 480w, https:\/\/alpha.pewresearch.org\/pewresearch-org\/wp-content\/uploads\/sites\/20\/2024\/03\/SR_24.03.04_opt-in-polls_2.png?resize=620,1080 620w\" src=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/wp-content\/uploads\/sites\/20\/2024\/03\/SR_24.03.04_opt-in-polls_2.png?w=620\" alt=\"A dot plot showing that opt-in poll and probability-based surveys produce very different results on young adults\u2019 views of the Holocaust, abortion.\" class=\"wp-image-8244 not-transparent\" style=\"--dominant-color: #eeefef; width:310px\" \/><\/a><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Unlike the December opt-in survey, our survey panel is recruited by mail \u2013 rather than online \u2013 using probability-based sampling. And in fact, our findings were quite different.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rather than 20%, we found that 3% of adults under 30 agree with the statement \u201cThe Holocaust is a myth.\u201d (This percentage is the same for every other age group as well.) Had this been the original result, it is unlikely that it would have generated the same kind of media attention on one of the most sensitive possible topics.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Likewise, our survey found substantial differences from the December poll on support for legal abortion. In the opt-in survey, roughly half of young adults (48%) said abortion should always be illegal or should only be legal in special circumstances, such as when the life of the mother is in danger. In our survey, 23% said so.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These differences in estimates for young adults are what we would expect to see \u2013 based on past studies \u2013 if there were a large number of bogus respondents in the opt-in poll claiming to be under the age of 30. Here\u2019s why<\/div><button class=\"wp-block-prc-block-collapsible__icon\"><span data-wp-bind--hidden=\"context.isOpen\"><i class=\"icon icon-library__light icon__circle-plus\"><svg style=\"width: 1em; height: 1em;\"><use xlink:href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/wp-content\/plugins\/prc-icon-library\/build\/icons\/sprites\/light.svg#circle-plus\"><\/use><\/svg><\/i><\/span><span data-wp-bind--hidden=\"!context.isOpen\" hidden><i class=\"icon icon-library__light icon__circle-minus\"><svg style=\"width: 1em; height: 1em;\"><use xlink:href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/wp-content\/plugins\/prc-icon-library\/build\/icons\/sprites\/light.svg#circle-minus\"><\/use><\/svg><\/i><\/span><\/button><\/div><div class=\"wp-block-prc-block-collapsible__content\">\n\n<p class=\"wp-block-paragraph\">Measuring antisemitism and Holocaust denial is an important, though sensitive, issue.&nbsp;For the purposes of this methodological analysis, we felt it was key to replicate the exact wording of the opt-in survey that drove headlines last year, but we would not have asked the question this way if designing the work ourselves.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">First, questions structured with <a href=\"https:\/\/www.ncbi.nlm.nih.gov\/pmc\/articles\/PMC8692311\/\">\u201cagree\/disagree\u201d<\/a> options have a long history of what\u2019s called <a href=\"https:\/\/www.statista.com\/statistics-glossary\/definition\/179\/acquiescence\/\">\u201cacquiescence bias,\u201d<\/a> or the human tendency to give a positive answer if they have no opinion or feel confused by or uncertain about a question.&nbsp;Secondly, using a phrase like \u201cis a myth\u201d is potentially ambiguous and unclear to many respondents.&nbsp;Thirdly, the issue of Holocaust denial is so extremely sensitive that there are reasons respondents might take offense or offer expressive answers that don\u2019t reflect their actual opinions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While issues like this are difficult to address, Pew Research Center has done <a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/religion\/2020\/01\/22\/what-americans-know-about-the-holocaust\/\">extensive work on Holocaust awareness<\/a> that can be found&nbsp;on our website.<\/p>\n\n<\/div><\/div>\n\n\n<p class=\"wp-block-paragraph\">The takeaway from our recent survey experiment is<em> not<\/em> that Holocaust denial in the United States is nonexistent or that younger and older Americans all have the same opinions when it comes to antisemitism or the Middle East. For example, our survey experiment found that young adults in the U.S. <em>are<\/em> less likely than older ones to say the state of Israel has the right to exist. This is broadly consistent with other <a href=\"https:\/\/www.nytimes.com\/2023\/12\/19\/us\/politics\/biden-israel-gaza-poll.html\">rigorous polling<\/a> showing that young people are somewhat less supportive of Israel \u2013 and more supportive of Palestinians \u2013 than older Americans.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rather, the takeaway is that reporting on complex and sensitive matters such as these requires the use of rigorous survey methods to avoid inadvertently misleading the public, particularly when studying the attitudes of young people.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>Note: Here are the <a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/wp-content\/uploads\/2024\/03\/SR_24.03.04_opt-in-polls_topline.pdf\">questions we used for this survey experiment<\/a>.
