But these so-called \u201ccitizen forecasts\u201d serve as a measurement of Americans\u2019 expectations going into an election. And the balance of Americans\u2019 opinion <a href=\"https:\/\/www.cookpolitical.com\/ratings\/house-race-ratings\">generally tracks<\/a> with how <a href=\"https:\/\/www.cookpolitical.com\/ratings\/senate-race-ratings\">observers see<\/a> the political environment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Even as the public overall sees a greater likelihood of Democrats winning the House than the Senate, Americans\u2019 predictions appear rooted in their partisan affiliation.
