guidance could affect hundreds of thousands of people a year, according to a new Pew Research Center analysis. Since the turn of the century, about half or more of green cards have gone to people who are already living in the U.S., rather than to new arrivals from abroad.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the 2024 fiscal year, the U.S. granted a total of about 1.36 million green cards. A majority of them (58%) went to people who were already living in the country. It comes as the Trump administration has issued a <a href=\"https:\/\/www.uscis.gov\/sites\/default\/files\/document\/memos\/PM-602-0199-AdjustmentOfStatusAndDiscretion-20260521.pdf\">new memo<\/a> that could prevent many applicants from adjusting their immigration status from within the U.S.<\/p>\n\n\n\n<h4 id=\"why-did-we-do-this\" class=\"wp-block-heading\"><strong>Why did we do this?<\/strong><\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Pew Research Center does demographic studies, opinion surveys and other research to better understand U.S. immigration, including Americans\u2019 views on immigration. This analysis builds on our previous work on <a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/topic\/immigration-migration\/\">immigration and migration<\/a>.<\/p>\n\n\n\n<h4 id=\"how-did-we-do-this\" class=\"wp-block-heading\">How did we do this?<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">This analysis relies on the Department of Homeland Security\u2019s <a href=\"https:\/\/ohss.dhs.gov\/topics\/immigration\/yearbook\">Yearbook of Immigration Statistics<\/a> for data about lawful permanent resident admissions. Specifically, we examined annual counts of adjustment of status recipients (processed within the U.S.) and new arrivals (processed in immigrants\u2019 home countries). For each year, we identified the classes of admission and top countries of nationality.<\/p>\n<\/details>\n\n\n\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/www.uscis.gov\/newsroom\/news-releases\/us-citizenship-and-immigration-services-will-grant-adjustment-of-status-only-in-extraordinary\">administration\u2019s new guidance<\/a> could limit a process known as <a href=\"https:\/\/www.uscis.gov\/green-card\/green-card-processes-and-procedures\/adjustment-of-status\">\u201cadjustment of status\u201d (AOS)<\/a>, which allows immigrants who are already living in the U.S. on a legal temporary basis to become permanent residents without leaving the country.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The administration says the guidance is \u201c<a href=\"https:\/\/www.uscis.gov\/newsroom\/news-releases\/us-citizenship-and-immigration-services-will-grant-adjustment-of-status-only-in-extraordinary#:~:text=%E2%80%9CWe%E2%80%99re%20returning%20to,Spokesman%20Zach%20Kahler.\">returning to the original intent of the law<\/a>\u201d and would <a href=\"https:\/\/time.com\/article\/2026\/05\/23\/green-card-changes-trump-explained\/#:~:text=%E2%80%9CThis%20policy%20allows,their%20current%20status.\">close loopholes in the immigration process<\/a>. But critics of the memo say it could lead to <a href=\"https:\/\/www.washingtonpost.com\/immigration\/2026\/05\/22\/new-rule-requires-most-green-card-applicants-apply-outside-us\/\">processing delays<\/a>, <a href=\"https:\/\/www.npr.org\/2026\/05\/23\/nx-s1-5832399\/trump-administration-green-card-abroad\">family separations<\/a> and <a href=\"https:\/\/time.com\/article\/2026\/05\/23\/green-card-changes-trump-explained\/\">job losses<\/a>, as well as <a href=\"https:\/\/apnews.com\/article\/immigration-green-cards-uscis-citizenship-trump-e76dfb0b12d4148887419033ec5d6d23\">limit pathways to legal immigration<\/a>.<\/p>\n\n\n\n<h4 id=\"some-groups-are-more-likely-than-others-to-be-affected\" class=\"wp-block-heading\">Some groups are more likely than others to be affected<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Some immigrant groups are especially likely to be affected by the memo because they\u2019re more likely to adjust their status while already living in the U.S.:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Nearly all <strong>refugees and asylees<\/strong> (more than 99% each) become permanent residents through adjustment of status.<\/li>\n\n\n\n<li style=\"padding-top:var(--wp--preset--spacing--30);padding-bottom:var(--wp--preset--spacing--30)\">A majority of<strong> employment-based<\/strong> green cards (69% in 2024) are also issued within the U.S. (Many of these applicants first arrive on temporary visas, like <a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/short-reads\/2025\/03\/04\/what-we-know-about-the-us-h-1b-visa-program\/\"><span style=\"text-decoration: underline\">H-1B visas<\/span><\/a>, and later transition to a green card without leaving the U.S.)<\/li>\n\n\n\n<li>Among those seeking permanent resident status, most <strong>immediate relatives of U.S. citizens<\/strong> (such as spouses, unmarried children under age 21 and parents) are already in the country. Over the last two decades, most family-sponsored immigrants have been new arrivals.<\/li>\n\n\n\n<li><strong>Diversity visa<\/strong> lottery winners are even more likely to be new arrivals. Nearly all diversity visas are obtained through U.S. consular processing in other countries, a long-standing pattern. In 2024, the share was 97%. Almost nine-in-ten (87%, or more than 155,000 people) became green-card holders this way. This reflects <a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/short-reads\/2026\/05\/07\/10-facts-about-cubans-in-the-u-s\/#:~:text=Immigration%20from%20Cuba%20has%20ebbed%20and%20flowed\">recent migration patterns<\/a> and <a href=\"https:\/\/www.congress.gov\/crs_external_products\/IN\/PDF\/IN11937\/IN11937.4.pdf\">Cuba-specific policies<\/a> \u2013 for example, many Cuban parolees and refugees adjusting their status.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Mexico<\/strong> also contributed significantly to AOS green-card approvals in 2024. Some 65% of Mexican immigrants became permanent residents this way. Since 2006, the share has been about 50% or more. A large number of Mexican immigrants apply as immediate relatives of a U.S. citizen \u2013 a category that is often processed within the U.S.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>China <\/strong>and<strong> India<\/strong> also continue to rank among the top countries for AOS green-card approvals. This is largely due to large numbers of immigrants from these countries seeking permanent status through employment-based green cards. In 2024, most Chinese (66%) and Indian (61%) immigrants received their green cards through adjustment of status.<\/p>\n\n\n\n<h4 id=\"many-people-also-live-in-the-u-s-on-temporary-visas\" class=\"wp-block-heading\">Many people also live in the U.S. on temporary visas<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">A green card is not the only way <a href=\"https:\/\/apnews.com\/article\/immigration-passports-and-visas-united-states-00000197bfe1db03a79fbfe7ba2e0000\">immigrants live in the U.S. legally<\/a>. Millions of people reside in the country on temporary (nonimmigrant) visas \u2013 for example, as international students or seasonal or specialized skilled workers. These groups would not be directly impacted by the administration\u2019s new guidance memo.<\/p>\n\n\n\n<h4 id=\"about-4-in-10-americans-say-highly-skilled-workers-should-get-top-priority-in-legal-immigration\" class=\"wp-block-heading\">About 4 in 10 Americans say highly skilled workers should get top priority in legal immigration<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Nearly half of Americans say legal immigration into the U.S. should be kept at present levels, according to an <a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/short-reads\/2024\/12\/19\/americans-lean-toward-keeping-legal-immigration-steady-see-high-skilled-workers-as-a-priority\/\">August 2024 Pew Research Center survey<\/a>. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The same survey also asked whether certain groups of immigrants should get top priority, some priority or no priority in immigration decisions. Around four-in-ten Americans (42%) said <strong>high-skilled workers<\/strong> such as scientists, doctors, nurses and computer programmers should get top priority for legal immigration. Fewer said this about <strong>people who fill labor shortages<\/strong> such as agricultural or childcare workers (25%), people who have <strong>close family members in the U.S. <\/strong>(19%), and
