(Selcuk Acar\/Anadolu via Getty Images)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">U.S. colleges and universities resumed classes this fall with <a href=\"https:\/\/www.nbcnews.com\/news\/us-news\/colleges-face-financial-struggles-trump-policies-rcna228228\">fewer international students<\/a> than in recent years, according to some early projections. In the 2023-24 academic year, the United States had <a href=\"https:\/\/opendoorsdata.org\/annual-release\/international-students\/#key-findings\">more than 1.1 million<\/a> international students at its higher education institutions \u2013 an all-time high.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These forecasts follow the Trump administration\u2019s <a href=\"https:\/\/apnews.com\/article\/student-visa-social-media-d71aa33ff756c1383b362f69bf5b7a17\">temporary pause<\/a> and subsequent redesign of <a href=\"https:\/\/apnews.com\/article\/student-visas-trump-social-media-6632a2c585245edcd6a63594345dd8c7\">the student visa interview process<\/a>, as well as its <a href=\"https:\/\/www.politico.com\/news\/2025\/07\/06\/trump-effort-deport-pro-palestinian-activists-trial-00439997\">efforts to deport some student activists<\/a>, among other moves.<\/p>\n\n\n\n<details class=\"wp-block-details is-style-plus-icon has-border-color has-ui-gray-light-border-color has-ui-beige-very-light-background-color has-background has-sans-serif-font-family is-layout-flow wp-container-core-details-is-layout-61b01db2 wp-block-details-is-layout-flow\" style=\"border-width:1px;padding-top:var(--wp--preset--spacing--20);padding-right:var(--wp--preset--spacing--30);padding-bottom:var(--wp--preset--spacing--20);padding-left:var(--wp--preset--spacing--30);font-size:clamp(0.875em, 0.875rem + ((1vw - 0.2em) * 0.009), 0.88em);\"><summary>How we did this<\/summary>\n<p class=\"wp-block-paragraph\">Pew Research Center conducted this survey to understand Americans\u2019 views of having international students at U.S. colleges and universities, as well as limiting the number of students from specific countries.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For this analysis, we surveyed 8,750 U.S. adults from Sept. 2 to 8, 2025. Everyone who took part in the survey is a member of the Center\u2019s American Trends Panel (ATP), a group of people recruited through national, random sampling of residential addresses who have agreed to take surveys regularly. This kind of recruitment gives nearly all U.S. adults a chance of selection.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Interviews were conducted either online or by telephone with a live interviewer. The survey is weighted to be representative of the U.S. adult population by gender, race, ethnicity, partisan affiliation, education, presidential vote (among voters) and other factors.&nbsp;<a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/the-american-trends-panel\/\">Read more about the ATP\u2019s methodology<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When we <a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/short-reads\/2021\/12\/06\/amid-pandemic-international-student-enrollment-at-u-s-universities-fell-15-in-the-2020-21-school-year\/\">last asked about these issues<\/a>, we only asked about Chinese students. This year, we were interested in understanding how people felt about limiting the number of Chinese students compared with students from other countries. We conducted a split-ballot experiment:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>We asked half the sample <em>just<\/em> about limiting Chinese students, as we did in 2021 (LIMIT_CHINESESTUDENTS in the topline).<\/li>\n\n\n\n<li>We asked the other half of the sample about limiting Canadian, Chinese, Indian, Nigerian and South Korean students, in a random order (LIMIT_INTLSTUDENTS in the topline).<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">When comparing results from the two questions, there are modest differences in the shares who strongly support limiting Chinese students. Still, majorities in both parties hold this view (93% vs. 66%).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Republicans under 50 are significantly more likely than those ages 50 and older to say that it\u2019s good for U.S. universities to accept international students (76% vs. 56%). And a <em>majority<\/em> of Republicans feel this way about students from China, Nigeria, India and South Korea.<\/p>\n\n\n\n<h4 id=\"views-by-age\" class=\"wp-block-heading\">Views by age<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Adults ages 50 and older are more likely than younger adults to support restrictions on international students from each of these countries. These age differences exist among Republicans and Democrats alike.<\/p>\n\n\n\n<h4 id=\"views-by-education\" class=\"wp-block-heading\">Views by education<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Adults without a bachelor\u2019s degree are more likely than adults with bachelor\u2019s degree or more education to support limiting foreign students. This is true within both parties for all countries asked about, with one exception: Republicans with and without a bachelor\u2019s degree are equally likely to support limiting the number of students from China.<\/p>\n\n\n\n<h4 id=\"how-views-have-changed-over-time\" class=\"wp-block-heading\">How views have changed over time<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">We also asked about limiting the number of students from China \u2013 but not students from any other country \u2013 in 2021. Another 56% say the government should <em>not<\/em> be able to do this.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"views-by-party-and-age\">Views by party and age<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Republicans are significantly more likely than Democrats to say the U.S. government should be able to revoke international student visas based on criticism of U.S. foreign policy (70% vs. 16%).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But younger and older Republicans diverge somewhat. While majorities of Republicans across age groups support the government having the ability to cancel student visas, Republicans ages 50 and older are more likely than those ages 18 to 49 to support this (82% vs. 58%). We offered three answer options: \u201cLess than 10%,\u201d \u201c10% to 20%\u201d or \u201cMore than 20%.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As of the 2023-24 academic year, <a href=\"https:\/\/opendoorsdata.org\/annual-release\/international-students\/#key-findings\">this share was around 6%<\/a>. But only 12% of Americans correctly chose the option \u201cLess than 10%.\u201d More than four-in-ten guessed that the percentage was more than 10%. Another 45% said they were not sure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Democrats were slightly more likely than Republicans to choose the correct answer option (14% vs. 10%), though relatively few in each party did so.
