This election will give voters their first chance to roll back a 2005 U.S. Supreme Court ruling on property rights. Voters in 13 states will decided whether local governments can seize private property for redevelopment, a power known as eminent domain: Arizona, California, Florida, Georgia, Idaho, Louisiana,
