That\u2019s down markedly compared with the 61% approval <a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/politics\/2013\/09\/16\/as-health-care-law-proceeds-opposition-and-uncertainty-persist\/\">just six months ago<\/a>.<\/p>\n\n<p class=\"wp-block-paragraph\">During the same time period, Obama\u2019s job approval rating has slipped 15 points among Hispanics. About half of Hispanics (48%) approve of Obama\u2019s job performance today, down from 63% in September 2013. Others have <a href=\"http:\/\/www.npr.org\/2014\/01\/17\/263376543\/is-the-obamacare-website-not-spanish-friendly\">disputed that claim<\/a>, arguing a major hurdle in enrolling more Hispanics in health insurance has been that many don\u2019t understand the law. Another cause of low enrollment may be <a href=\"http:\/\/bigstory.ap.org\/article\/latinos-being-left-behind-health-care-overhaul\">fear of federal authorities<\/a> among U.S. citizens and residents with family members who are unauthorized immigrants.\u00a0<!--more--><\/p>\n\n<p class=\"wp-block-paragraph\">In some respects, Hispanics might seem to be natural supporters of the president\u2019s health care law. Most Hispanics (61%) say it is the government\u2019s responsibility to make sure all Americans have health coverage, compared with 47% of the public overall who say this. Some 29% of Hispanics don\u2019t have health insurance, according to the <a href=\"http:\/\/factfinder2.census.gov\/bkmk\/table\/1.0\/en\/ACS\/12_1YR\/S0201\/popgroup~400\">2012 American Community Survey<\/a>.<\/p>\n\n<p class=\"wp-block-paragraph\"><span style=\"line-height: 1.5em;\">Then there\u2019s the issue of immigration. In a <\/span><a style=\"line-height: 1.5em;\" href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/politics\/2013\/11\/08\/obamas-second-term-slide-continues\/\">Pew Research survey in November<\/a><span style=\"line-height: 1.5em;\">, 51% of Hispanics disapproved of the way Obama was handling immigration. Meanwhile, <\/span><a style=\"line-height: 1.5em;\" href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/politics\/2014\/02\/27\/public-divided-over-increased-deportation-of-unauthorized-immigrants\/\">72% of Hispanics last month<\/a><span style=\"line-height: 1.5em;\"> said it was \u201cextremely\u201d or \u201cvery\u201d important this year to have new immigration legislation, which has stalled in Congress. In recent weeks, Democrats and Hispanic leaders have stepped up criticism of Obama\u2019s immigration policies as the number of unauthorized immigrants deported <\/span><a style=\"line-height: 1.5em;\" href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/short-reads\/2014\/03\/18\/in-2013-59-of-deported-immigrants-convicted-of-a-crime\/\">nears two million under the president\u2019s administration<\/a><span style=\"line-height: 1.5em;\">. Obama has responded by meeting with Hispanic leaders and ordering a <\/span><a style=\"line-height: 1.5em;\" href=\"http:\/\/www.washingtonpost.com\/blogs\/post-politics\/wp\/2014\/03\/13\/under-pressure-obama-calls-for-immigration-enforcement-review\/\">review of immigration enforcement policies<\/a><span style=\"line-height: 1.5em;\">.<\/span><\/p>\n\n<p class=\"wp-block-paragraph\">This is not the first time that Obama&#8217;s support among Hispanics has fallen. At the end of 2011, a time when the rising number of deportations also received public attention, the president&#8217;s approval <a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/hispanic\/2011\/12\/28\/as-deportations-rise-to-record-levels-most-latinos-oppose-obamas-policy\/\">fell to 49% among Hispanics<\/a>. It bounced back during the 2012 presidential campaign, and <a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/hispanic\/2012\/11\/07\/latino-voters-in-the-2012-election\/\">Obama captured 71% of the Hispanic vote<\/a>.<\/p>\n\n<p class=\"wp-block-paragraph\">Whether the shrinking support for Obama and the health care law among Hispanics translates into consequences for Democrats during this year\u2019s midterm elections remains unclear. Among registered voters, Hispanic support of Democratic candidates remained strong in our February survey. In a generic congressional ballot, Hispanics would favor the Democrat candidates for Congress in their district over Republicans by a 2-to-1 margin (63%-31%).<\/p>\n\n<p class=\"wp-block-paragraph\">That margin is roughly the same as in 2010, when the split on Election Day was 60% to 38%, in favor of Democratic candidates for the House of Representatives, <a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/hispanic\/2010\/11\/03\/the-latino-vote-in-the-2010-elections\/\">according to National Election Pool exit polls<\/a>.<\/p>\n\n<p class=\"wp-block-paragraph\">But it\u2019s worth noting that Hispanic turnout has lagged behind the rest of the public in past elections. Despite a <a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/short-reads\/2014\/02\/26\/the-u-s-hispanic-population-has-increased-sixfold-since-1970\/\">fast-growing population<\/a> that makes up 11% of the nation\u2019s eligible voters (U.S. citizen adults), Hispanics made up <a href=\"http:\/\/www.census.gov\/hhes\/www\/socdemo\/voting\/publications\/p20\/2012\/tables.html\">just 8% of the electorate in 2012<\/a> and <a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/hispanic\/2011\/04\/26\/the-latino-electorate-in-2010-more-voters-more-non-voters\/\">7% in 2010<\/a>.<\/p>\n\n<p class=\"wp-block-paragraph\"><strong>See our general public <a href=\"https:\/\/assets.pewresearch.org\/wp-content\/uploads\/sites\/5\/legacy-pdf\/Obama%20Approval%20and%20Congressional%20Ballot%20Topline.pdf\">questionnaire results and methodology<\/a>.<\/strong><\/p>\n\n<p class=\"wp-block-paragraph\">Note:\u00a0<i>A previous version of this post incorrectly stated the percentage of eligible voters (U.S. citizen adults) that Hispanics comprise.
