And the share of immigrants in Congress has risen only slightly since then, even as the U.S. has seen\u00a0another\u00a0wave of <a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/short-reads\/2015\/03\/09\/u-s-immigrant-population-projected-to-rise-even-as-share-falls-among-hispanics-asians\/\">immigrants arriving from Latin America and Asia since 1965<\/a>. (Our count does not include those who gained citizenship from being born to a U.S. parent while abroad or those born in U.S. territories, nor does it include nonvoting delegates, state commissioners and members who were elected but not sworn in.)<!--more--><\/p>\n\n<p class=\"wp-block-paragraph\">Through\u00a0history, 407 foreign-born Americans\u00a0have served as members of\u00a0Congress (out of more than <a href=\"http:\/\/history.house.gov\/Institution\/Total-Members\/Total-Members\/\" target=\"_blank\" rel=\"noopener noreferrer\">12,000 total members<\/a>). That includes 347 immigrants who served in the House of Representatives, 45 who served in the Senate and 15 who served in both chambers.<\/p>\n\n<figure class=\"wp-block-image alignright\"><a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/short-reads\/2015\/09\/23\/fewer-immigrants-in-congress-today-than-in-years-past\/ft_15-09-09_foreingborncongress_bycountry-2\/\" rel=\"attachment wp-att-273534\"><img data-dominant-color=\"eae8e2\" data-has-transparency=\"false\" style=\"--dominant-color: #eae8e2;\" loading=\"lazy\" decoding=\"async\" width=\"420\" height=\"306\"  srcset=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/wp-content\/uploads\/sites\/20\/2015\/09\/FT_15.09.09_foreingBornCongress_byCountry.png?resize=420,306 420w\" sizes=\"(max-width: 480px) 480px, (max-width: 782px) 782px, 640px\" class=\"wp-image-24562 not-transparent\" src=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/wp-content\/uploads\/sites\/20\/2015\/09\/FT_15.09.09_foreingBornCongress_byCountry.png\" alt=\"Foreign-Born in Congress, By Country of Origin\" ><\/a><\/figure>\n\n<p class=\"wp-block-paragraph\">Foreign-born members of Congress have come from more than 30 different countries, and most of them arrived here as children. The majority were born in English-speaking countries, including Ireland (122), England (58), Canada (52) and Scotland (40). Since 1949, there have been more foreign-born Democrats (27) than Republicans (15) in Congress, according to their congressional biographies.<\/p>\n\n<p class=\"wp-block-paragraph\">Today, just six members of the 114th Congress are immigrants; three hail from California, and five of the six\u00a0are Democrats. The list includes one senator, <a href=\"http:\/\/www.hirono.senate.gov\/about\">Mazie Hirono (D-Hawaii)<\/a>, born in Japan, and five House members: <a href=\"http:\/\/bioguide.congress.gov\/scripts\/biodisplay.pl?index=L000582\">Ted Lieu (D-Calif.)<\/a>, born in Taiwan; <a href=\"https:\/\/ruiz.house.gov\/about\/full-biography\">Raul Ruiz (D-Calif.)<\/a>, born in Mexico; <a href=\"https:\/\/torres.house.gov\/about\/full-biography\">Norma Judith Torres, (D-Calif.)<\/a>, born in Guatemala; <a href=\"https:\/\/sires.house.gov\/about-albio\">Albio Sires (D-N.J.)<\/a>, born in Cuba; and <a href=\"https:\/\/ros-lehtinen.house.gov\/about-me\/full-biography\">Ileana Ros-Lehtinen (R-Fla.)<\/a>, born in Cuba. (<a href=\"#table\">Click here to see a list from 1949 to 2015.<\/a>)<\/p>\n\n<p class=\"wp-block-paragraph\">Our counts do not include members who were born abroad but who gained U.S. citizenship through their U.S. parents\u00a0after meeting <a href=\"http:\/\/www.uscis.gov\/us-citizenship\/citizenship-through-parents\" target=\"_blank\" rel=\"noopener noreferrer\">legal requirements<\/a>, such as <a href=\"http:\/\/www.theatlantic.com\/politics\/archive\/2013\/05\/yes-ted-cruz-can-be-born-in-canada-and-still-become-president-of-the-us\/275469\/\">Sen. Ted Cruz<\/a>, who was born in Canada, or <a href=\"http:\/\/www.biography.com\/people\/tammy-duckworth-21129571\">Rep. Tammy Duckworth<\/a>, who was born in Thailand (there have been 20 members in this category since 1949). Nor does it include those born in U.S. territories, such as Sen. John McCain, who was born in the Panama Canal Zone when it was under U.S. control.<\/p>\n\n<p class=\"wp-block-paragraph\">Some foreign-born members of Congress have unique backstories. In recent decades, many came to the U.S. as refugees or to escape the Nazi invasion. One congressman, <a href=\"http:\/\/www.washingtonpost.com\/wp-dyn\/content\/article\/2008\/02\/11\/AR2008021100845.html\">Tom Lantos<\/a> (D-Calif.), survived the Holocaust; <a href=\"http:\/\/history.house.gov\/People\/Listing\/G\/GEJDENSON,-Samuel-(G000120)\/\">Samuel Gejdenson (D-Conn.)<\/a> was born in a displaced persons camp in Germany; and <a href=\"http:\/\/www.politico.com\/magazine\/story\/2014\/10\/samuel-dickstein-congressman-russian-spy-111641\">Samuel Dickstein (D-N.Y.)<\/a>\u00a0spied for the Russian government.<\/p>\n\n<p class=\"wp-block-paragraph\"><a href=\"http:\/\/history.house.gov\/People\/Detail\/15032401304\">Octaviano Ambrosio Larrazolo (R-N.M.)<\/a>, who served\u00a0from 1927 to 1929, was the first U.S. congressman born in Latin America (Mexico) as defined by modern-day boundaries. <a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/religion\/2008\/12\/19\/breaking-barriers-congressman-dalip-singh-saund\/\">Dalip Singh Saund (D-Calif.)<\/a> was the first born in Asia (India), serving from 1957 to 1963. And <a href=\"http:\/\/history.house.gov\/People\/Listing\/F\/FURSE,-Elizabeth-(F000434)\/\">Elizabeth Furse (D-Ore.)<\/a> was the first born in Africa (in Kenya, to British parents), serving from 1993 to 1999.<\/p>\n\n<p class=\"wp-block-paragraph\">To run for the House, immigrants are required to have been U.S. citizens for seven years or more, <a href=\"http:\/\/www.senate.gov\/civics\/constitution_item\/constitution.htm\" target=\"_blank\" rel=\"noopener noreferrer\">according to the U.S. Constitution<\/a>. (They must also be age 25 or older and live in the state where they are running.) To run for the Senate, nine years of citizenship are\u00a0required, and the person must\u00a0be 30 or older and live in the represented\u00a0state. The foreign-born are not allowed to become U.S. president. If the speaker of the House was foreign-born, for example, he or she would be passed over for the position should the president and vice president die or leave office.<\/p>\n\n<p class=\"wp-block-paragraph\"><em>Note: To produce our figures for the estimates of foreign-born members of Congress who were not born abroad to American parents, we used the official <\/em><a href=\"http:\/\/bioguide.congress.gov\/biosearch\/biosearch.asp\" target=\"_blank\" rel=\"noopener noreferrer\"><em>Congressional Biographical Directory<\/em><\/a><em>\u00a0and combined it with a 1957 report from The American Political Science Review, entitled \u201c<\/em><a href=\"http:\/\/www.jstor.org\/stable\/1952482?seq=1#page_scan_tab_contents\" target=\"_blank\" rel=\"noopener noreferrer\"><em>The Foreign-Born in Congress, 1789-1949: A Statistical Summary<\/em><\/a><em>.<\/em><em>\u201d <\/em><\/p>\n\n<p class=\"wp-block-paragraph\"><em>The directory provides information about each member, including their place of birth, in most cases. Because the phrasing that contains this information is fairly consistent across thousands of members\u2019 biographies, we were able to construct a list of members and their place of birth using software to scrape and parse the directory. Using this method, our counts very closely matched the hand counts from the 1957 report, giving us confidence that our counts of the modern-day Congress were also accurate. We also cross-checked our work with other reputable sources, such as the <\/em><a href=\"http:\/\/www.senate.gov\/reference\/Foreign_born.htm\" target=\"_blank\" rel=\"noopener noreferrer\"><em>Senate\u2019s list of foreign-born members<\/em><\/a><em> and\u00a0<a id=\"table\"><\/a>recent reports from the <\/em><a href=\"https:\/\/www.fas.org\/sgp\/crs\/misc\/R43869.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><em>Congressional Research Service<\/em><\/a><em>.\u00a0\u00a0 <\/em><\/p>\n\n<h3 data-is-section=\"true\"
