(A few more still await President Obama&#8217;s signature.)\u00a0<span style=\"line-height: 1.5;\">Of that total, we deemed 87 to be &#8220;substantive&#8221; by our deliberately generous criteria \u2013 that is, any legislation\u00a0other than\u00a0renaming buildings, awarding\u00a0medals, commemorating historic events and other purely ceremonial actions. By contrast, the previous two Congresses managed to pass just 63 (in 2011) and 61 (in 2013) substantive laws, respectively.<\/span><\/p>\n\n<p class=\"wp-block-paragraph\"><!--more-->That increase in lawmaking occurred despite a series of <a href=\"https:\/\/www.washingtonpost.com\/blogs\/monkey-cage\/wp\/2015\/09\/30\/what-happened-to-john-boehner-hasnt-happened-in-a-century-no-one-knows-what-comes-next\/\">well-chronicled battles<\/a>\u00a0between Republican leadership and insurgent members, such as the <a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/short-reads\/2015\/10\/20\/house-freedom-caucus-what-is-it-and-whos-in-it\/\">House Freedom Caucus<\/a>, that eventually led to House Speaker John Boehner quitting his job. But unlike the past two Congresses, which were split between a GOP-led House and a Democrat-controlled Senate, both chambers now are run by Republicans, which may have removed one source of legislative friction.<\/p>\n\n<p class=\"wp-block-paragraph\">Still, the current Congress lagged far behind the 108th, which enacted 198 laws \u2013 144 of them substantive \u2013 in 2003, the first year of its term.<\/p>\n\n<p class=\"wp-block-paragraph\">So, what did Congress get done this year? One of the final pieces of legislation to clear Congress before the holiday recess was a massive tax and spending deal that, among <a href=\"https:\/\/www.washingtonpost.com\/news\/powerpost\/wp\/2015\/12\/16\/heres-what-made-it-into-congresss-big-tax-and-spending-bills\/\" target=\"_blank\" rel=\"noopener noreferrer\">many other provisions<\/a>, funds the federal government through September 2016 and extends dozens of expiring tax breaks.<\/p>\n\n<p class=\"wp-block-paragraph\">Among the other significant acts of the 114th Congress&#8217;s first session: the <a href=\"https:\/\/www.washingtonpost.com\/news\/education\/wp\/2015\/11\/30\/how-schools-would-be-judged-under-every-student-succeeds-the-new-no-child-left-behind\/\" target=\"_blank\" rel=\"noopener noreferrer\">Every Student Succeeds Act,<\/a>\u00a0which replaced the No Child Left Behind education law; a five-year funding bill for <a href=\"https:\/\/www.washingtonpost.com\/local\/trafficandcommuting\/after-weeks-of-negotiations-congress-finalizes-5-year-transportation-bill\/2015\/12\/01\/e86f1704-979a-11e5-94f0-9eeaff906ef3_story.html\" target=\"_blank\" rel=\"noopener noreferrer\">roads, mass transit and other transportation programs<\/a>; the USA FREEDOM Act, which\u00a0scaled back the government\u2019s ability to\u00a0<a href=\"http:\/\/www.nytimes.com\/2015\/06\/03\/us\/politics\/senate-surveillance-bill-passes-hurdle-but-showdown-looms.html\">access Americans\u2019 phone records<\/a>; and a measure extending presidents&#8217;\u00a0authority to\u00a0<a href=\"http:\/\/www.wsj.com\/articles\/fast-track-trade-bill-clears-senate-moves-to-white-house-1435168774\">\u201cfast track\u201d trade agreements<\/a>, including the controversial\u00a0Trans-Pacific Partnership deal.<\/p>\n\n<p class=\"wp-block-paragraph\">Nevertheless, Americans&#8217; views of Congress remain highly negative. In a Pew Research Center <a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/politics\/2015\/11\/23\/4-ratings-of-federal-agencies-congress-and-the-supreme-court\/\" target=\"_blank\" rel=\"noopener noreferrer\">survey<\/a> conducted in September, 27% of Americans said they had a favorable opinion of Congress, versus 69% who said their opinion was
