Democratic presidential hopeful Hillary Clinton <a href=\"http:\/\/www.pressherald.com\/2016\/02\/23\/commentary-if-elected-president-ill-level-the-playing-field-on-global-trade-clinton-says\/\">has pledged<\/a> to crack down on Chinese currency manipulation that gives Chinese products an unfair competitive advantage.<\/p>\n\n<p class=\"wp-block-paragraph\">Americans agree that trade with China is an issue. While <a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/politics\/2016\/01\/22\/budget-deficit-slips-as-public-priority\/\">global trade ranks low overall<\/a> on the public\u2019s list of priorities \u2013 just 31% rate it as a top priority \u2013 52% of Americans say the U.S. trade deficit with China <a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/global\/2015\/09\/09\/americans-concerns-about-china-economics-cyberattacks-human-rights-top-the-list\/\">is a very serious problem<\/a>.<\/p>\n\n<figure class=\"wp-block-image alignright\"><a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/short-reads\/2016\/03\/10\/american-trade-issues-arent-just-about-china\/ft_16-03-08_foreigntrade_topfive\/\" rel=\"attachment wp-att-278481\"><img data-dominant-color=\"ebece6\" data-has-transparency=\"false\" style=\"--dominant-color: #ebece6;\" loading=\"lazy\" decoding=\"async\" width=\"420\" height=\"321\"  srcset=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/wp-content\/uploads\/sites\/20\/2016\/03\/FT_16.03.08_foreignTrade_topFive.png?resize=420,321 420w\" sizes=\"(max-width: 480px) 480px, (max-width: 782px) 782px, 640px\" class=\"wp-image-24081 not-transparent\" src=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/wp-content\/uploads\/sites\/20\/2016\/03\/FT_16.03.08_foreignTrade_topFive.png\" alt=\"Two ways of looking at foreign trade\" ><\/a><\/figure>\n\n<p class=\"wp-block-paragraph\">Americans have good reason to worry about competition from China, the country with which the U.S. has its largest <a href=\"http:\/\/www.census.gov\/foreign-trade\/statistics\/highlights\/top\/top1512yr.html#def\">merchandise trade deficit<\/a>. But competition from high-value exporters such as Germany also poses a challenge that, so far, has been largely ignored on the campaign trail.<\/p>\n\n<p class=\"wp-block-paragraph\"><em>(A new comparison of U.S. trade deficits in 2017\u00a0<a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/short-reads\/2018\/04\/20\/u-s-trade-deficits-with-other-countries-can-vary-significantly-depending-on-how-theyre-measured\/\">can be found here<\/a>.)<\/em><\/p>\n\n<p class=\"wp-block-paragraph\">Among the top five nations with which the U.S. runs a trade deficit, Germany has a $912 per capita trade advantage with the U.S. (total deficit divided by Germany\u2019s total population), compared with China\u2019s $266 per capita imbalance. This is largely because China\u2019s large workforce churns out a high volume of low-value products for export to the U.S., while Germany\u2019s smaller workforce largely produces high-value products, such as automobiles, to sell to Americans.<!--more--><\/p>\n\n<figure class=\"wp-block-image alignright\"><a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/short-reads\/2016\/03\/10\/american-trade-issues-arent-just-about-china\/ft_16-03-08_foreigntrade_percapitachange\/\" rel=\"attachment wp-att-278482\"><img data-dominant-color=\"f2f1ef\" data-has-transparency=\"false\" style=\"--dominant-color: #f2f1ef;\" loading=\"lazy\" decoding=\"async\" width=\"310\" height=\"524\"  srcset=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/wp-content\/uploads\/sites\/20\/2016\/03\/FT_16.03.08_foreignTrade_perCapitaChange.png?resize=310,524 310w\" sizes=\"(max-width: 480px) 480px, (max-width: 782px) 782px, 640px\" class=\"wp-image-24084 not-transparent\" src=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/wp-content\/uploads\/sites\/20\/2016\/03\/FT_16.03.08_foreignTrade_perCapitaChange.png\" alt=\"U.S. per capita trade deficit with Germany has outpaced that with China\" ><\/a><\/figure>\n\n<p class=\"wp-block-paragraph\">Why should we look at the trade numbers this way? Because the composition of the U.S. trade deficit may say as much about the international competitive position of the United States as the trade figures we see in headlines.<\/p>\n\n<p class=\"wp-block-paragraph\">The U.S. per capita trade imbalance with both China and Germany has deepened\u00a0since 2009, but Germany\u2019s has done so\u00a0faster. This growing competition from high-value-added products from Germany may be no less challenging in its own way than the competition posed by the far more numerous lower-value-added goods from China.<\/p>\n\n<p class=\"wp-block-paragraph\">And as China\u2019s exports of high-value products to the U.S. increases \u2013 General Motors <a href=\"http:\/\/www.wsj.com\/articles\/gm-to-import-chinese-made-buick-suv-1447349781\">now intends to sell Chinese-made Buick SUVs<\/a> in the U.S. in 2016, for example \u2013 the U.S. per capita trade imbalance with China may widen.<\/p>","protected":false},"excerpt":{"rendered":"<p>Americans have good reason to worry about competition from China, the country with which the U.S. has its largest merchandise trade deficit.
