(The Swiss collective presidency also is elected indirectly, by that country&#8217;s parliament.)<!--more--><\/p>\n\n<figure class=\"wp-block-image alignright\"><a class=\"image-box\" href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/short-reads\/2016\/11\/22\/among-democracies-u-s-stands-out-in-how-it-chooses-its-head-of-state\/ft_16-11-21_headsofstate_bar\/\" rel=\"attachment wp-att-285211\"><img data-dominant-color=\"f1f0ef\" data-has-transparency=\"false\" style=\"--dominant-color: #f1f0ef;\" loading=\"lazy\" decoding=\"async\" width=\"310\" height=\"538\"  srcset=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/wp-content\/uploads\/sites\/20\/2016\/11\/FT_16.11.21_headsOfState_bar.png?resize=310,538 310w\" sizes=\"(max-width: 480px) 480px, (max-width: 782px) 782px, 640px\" class=\"wp-image-23572 not-transparent\" src=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/wp-content\/uploads\/sites\/20\/2016\/11\/FT_16.11.21_headsOfState_bar.png\" alt=\"\" data-attachid=\"285211\"><\/a><\/figure>\n\n<p class=\"wp-block-paragraph\">In more than half (65) of the world&#8217;s 125 democracies, the head of state \u2013 nearly always called a president \u2013 is directly elected by voters. Thirty other democracies are classified as constitutional monarchies, and in the remaining 30, including the U.S., the head of state is indirectly elected. (We confined our analysis to the 125 nations designated\u00a0as &#8220;electoral democracies&#8221; by <a href=\"https:\/\/freedomhouse.org\/sites\/default\/files\/FH_FITW_Report_2016.pdf\">Freedom House<\/a>, a research institute that studies issues of democracy, political freedom and human rights.)<\/p>\n\n<p class=\"wp-block-paragraph\">However, only the U.S. has a system in which voters elect a body of <a href=\"https:\/\/www.archives.gov\/federal-register\/electoral-college\/electors.html#selection\">&#8220;electors&#8221;<\/a> whose sole function is to actually choose the president. The\u00a0other 29 countries that indirectly elect their head of state give that task to their national legislatures, supplemented in five cases by representatives of states or regions. The <a href=\"https:\/\/www.bundestag.de\/blob\/284870\/ce0d03414872b427e57fccb703634dcd\/basic_law-data.pdf\">German<\/a> president, for example, is elected by the 630 members of the Bundestag together with 630 delegates chosen by the state parliaments. The <a href=\"http:\/\/lawmin.nic.in\/olwing\/coi\/coi-english\/Const.Pock%202Pg.Rom8Fsss(9).pdf\">president of India<\/a> is chosen by an assemblage consisting of all elected members of both houses of Parliament and of state legislative assemblies \u2013 nearly 5,000 &#8220;electors&#8221; in total, casting more than a million population-weighted votes.<\/p>\n\n<p class=\"wp-block-paragraph\">In making these sorts of comparisons, it&#8217;s important to bear in mind that not all &#8220;heads of state&#8221; wield real political power. In 69\u00a0democracies, the head of state (whether a president or a constitutional monarch) functions mainly as the personification of the nation and performs primarily ceremonial duties, while most executive power resides with the &#8220;head of government,&#8221; typically a prime minister. Most of the indirectly elected heads of state (22 out of 30) fall into this category. In 15 other democracies, the\u00a0president and the prime minister share executive power.<\/p>\n\n<p class=\"wp-block-paragraph\">But in the U.S. and 40 other democracies, there is no separate head of government \u2013 the president fulfills both symbolic and substantive roles. In 33 of those 41 countries, the president is directly elected; 22, in fact, require an absolute majority of the popular vote for election.<\/p>","protected":false},"excerpt":{"rendered":"<p>No other
