This represents the first time since the adoption of the 1980 <a href=\"https:\/\/www.acf.hhs.gov\/orr\/resource\/the-refugee-act\">U.S. Refugee Act<\/a> that the U.S. resettled fewer refugees than the rest of the world.<\/p>\n\n<p class=\"wp-block-paragraph\">The U.S. has historically led the world in refugee resettlement. Following the U.S. were Canada (27,000), Australia (15,000) and the United Kingdom (6,000). Sweden, Germany, Norway and France each resettled about 3,000 refugees. Per capita, Canada led the world by resettling 725 refugees per 1 million residents, followed by Australia (618) and Norway (528). The U.S. resettled 102 refugees per 1 million U.S. residents.<\/p>\n\n<p class=\"wp-block-paragraph\">Overall, the world resettled 103,000 refugees in 2017, down from 189,000 in 2016. The broad-based decline included decreases in other leading countries in refugee resettlement, such as Canada and Australia, though the drops in these countries were more modest than those in the U.S.<\/p>\n\n<p class=\"wp-block-paragraph\">Refugee resettlement involves a different group of migrants than those seeking asylum by entering Europe <a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/global\/2016\/08\/02\/number-of-refugees-to-europe-surges-to-record-1-3-million-in-2015\/\">via the Mediterranean<\/a>, <a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/short-reads\/2018\/04\/16\/asylum-claims-in-canada-reached-highest-level-in-decades-in-2017\/\">coming to Canada<\/a>\u00a0via the U.S. and crossing into the U.S. at <a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/hispanic\/2017\/12\/07\/recent-trends-in-northern-triangle-immigration\/\">its southern border<\/a>. Asylum seekers migrate and cross a border without having received prior legal permission to enter their destination country, and then apply for asylum. <a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/global\/2017\/10\/12\/u-s-resettles-fewer-refugees-even-as-global-number-of-displaced-people-grows\/\">Resettled refugees<\/a>, by contrast, don\u2019t enter their destination country until they have legal permission to do so, because they apply for refugee status while in another country. The refugee approval process can take several months or years while destination countries complete security checks on prospective refugees.<\/p>\n\n<figure><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-303961 alignright\" src=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/wp-content\/uploads\/2018\/07\/FT_18.07.03_US_RefugeesResettled_world-refugee-resettlement.png\" alt=\"World refugee resettlement falls by tens of thousands in 2017 as global refugee population rises by millions\" width=\"415\" height=\"710\"><\/figure>\n\n<p class=\"wp-block-paragraph\">The decline in refugee resettlement comes as the global refugee population increased by 2.75 million, and reached a record 19.9 million in 2017, according to UNHCR. This exceeds the high in 1990, following the fall of the Berlin Wall.<\/p>\n\n<p class=\"wp-block-paragraph\">Refugees represent nearly a third (30%) of the world\u2019s displaced population \u2013 people forced to leave their homes due to persecution, conflict, violence or human rights violations. The number of internally displaced people \u2013 those displaced <em>within<\/em> their home country \u2013 reached about <a href=\"http:\/\/www.unhcr.org\/en-us\/statistics\/unhcrstats\/5b27be547\/unhcr-global-trends-2017.html\">40 million<\/a> in 2017, bringing the world\u2019s total displaced population to <a href=\"http:\/\/www.unhcr.org\/globaltrends2017\/\">68.5 million<\/a> in 2017 (a total that also includes Palestinian refugees and asylum seekers).<\/p>\n\n<p class=\"wp-block-paragraph\">More than half (56%) of refugees resettled worldwide were citizens of countries in the Middle East-North Africa region, mostly from Syria. Another 23% were from sub-Saharan African countries, while 15% came from Asian countries.<\/p>\n\n<p class=\"wp-block-paragraph\">U.S. refugee resettlement is on pace to remain at historically low levels in 2018. The Trump administration lowered the refugee ceiling for fiscal 2018 to <a href=\"https:\/\/www.npr.org\/2017\/09\/27\/554046980\/trump-administration-to-drop-refugee-cap-to-45-000-lowest-in-years\">45,000 refugees<\/a> \u2013 the lowest cap since the <a href=\"https:\/\/www.acf.hhs.gov\/orr\/about\/history\">Refugee Act<\/a> was adopted by Congress. The U.S. has admitted more than 16,000 refugees with about three months remaining in the current fiscal year, according to <a href=\"http:\/\/www.wrapsnet.org\/\">U.S. State Department<\/a> data. The number of Muslim refugees admitted to the U.S. <a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/short-reads\/2018\/05\/03\/the-number-of-refugees-admitted-to-the-u-s-has-fallen-especially-among-muslims\/\">has dropped<\/a> more than other religious groups. (Global refugee resettlement data for 2018 are unavailable.)<\/p>\n\n<p class=\"wp-block-paragraph\"><em>Correction (July 5, 2018): In a previous version of this post, the scale used in per-capita resettlement figures for Canada, Australia, Norway and the United States was incorrect.
