We used what were then the best available data sources from different governments and from the European Union. After our report was published in November 2019, researchers at the University of Oxford\u2019s Migration Observatory <a href=\"https:\/\/migrationobservatory.ox.ac.uk\/resources\/commentaries\/recent-estimates-of-the-uks-irregular-migrant-population\/\">identified a problem<\/a> with the official data from the United Kingdom\u2019s Office for National Statistics (ONS) on the number of legal immigrants residing in the UK.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The ONS data on legal immigrants that we used in our report did not include those with \u201cindefinite leave to remain\u201d (ILR), a group legally residing in the country. Including the ILR group among legal UK residents results in lower estimated total numbers of unauthorized immigrants for both the United Kingdom and Europe in 2017 and other years. Europe\u2019s unauthorized immigrants are diverse in their origins, coming from many nations outside of the region. They are also largely recent arrivals to Europe, with about half having arrived in the past five years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Europe is one of the <a href=\"https:\/\/www.un.org\/development\/desa\/en\/news\/population\/international-migrant-stock-2019.html\" target=\"_blank\" rel=\"noopener noreferrer\">world\u2019s top destinations<\/a> for international migrants. Most of these immigrants entered one of these European countries without authorization, overstayed a visa, failed to leave after being ordered to do so or have had their deportation order temporarily stayed. Other groups counted as unauthorized immigrants in Europe include those born in Europe to unauthorized immigrant parents (because most European countries do not have birthright citizenship), and asylum seekers with a pending decision.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Who counts as an unauthorized immigrant is <a href=\"https:\/\/migrationdataportal.org\/themes\/irregular-migration\" target=\"_blank\" rel=\"noopener noreferrer\">subject to debate<\/a>, in part because immigration policies vary by country. A broad definition includes anyone who entered the country without authorization and has yet to receive permanent residency. Narrower definitions exclude those with <a href=\"http:\/\/irregular-migration.net\/typo3_upload\/groups\/31\/4.Background_Information\/4.1.Methodology\/Methodological_Issues_Clandestino_Report__Nov09_2.pdf\">legal protection from deportation<\/a>, even if the protection is temporary.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When deciding who counts as an unauthorized immigrant, Pew Research Center takes into account whether a person entered a country legally and their potential path to permanent residency. For example, those with a deferred deportation order may have a legal right of residence and be allowed to work, but they are still included as unauthorized immigrants since most entered a European country without permission and their long-term future in the country is uncertain. Driving this increase were the roughly <a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/global\/2016\/08\/02\/number-of-refugees-to-europe-surges-to-record-1-3-million-in-2015\/\">1.3 million asylum applications<\/a> filed in 2015, when a surge in asylum seekers arrived in Europe. Asylum seekers have legal standing in Europe while they await a decision on their case, but have an uncertain legal position going forward. Most asylum seekers entered Europe without permission, and in recent years the majority have <a href=\"https:\/\/ec.europa.eu\/eurostat\/documents\/2995521\/9747530\/3-25042019-BP-EN.pdf\/22635b8a-4b9c-4ba9-a5c8-934ca02de496\" target=\"_blank\" rel=\"noopener noreferrer\">had their asylum applications rejected<\/a>. Germany had an estimated 1.0 million to 1.2 million unauthorized immigrants in 2017, while the UK had 800,000 to 1.2 million. Together, these two countries had about half of Europe\u2019s total. Italy had an estimated 500,000 to 700,000 unauthorized immigrants, followed by France with 300,000 to 400,000. The remaining European countries had an estimated 1.2 million to 1.4 million unauthorized immigrants.<\/p>\n\n\n\n<p class=\"is-style-has-big-number wp-block-paragraph\"><strong>Unauthorized immigrants in Europe are from all over the globe.<\/strong> About 30% came from countries in the Asia-Pacific region in 2017, while another 23% were citizens of the handful of European countries that are not part of the EU or EFTA. About one-in-five (21%) were from the Middle East-North Africa region.
