A deep dive into online privacy choices"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">People face a number of choices in managing their online privacy, and each person approaches these from a different angle.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some people are tech-savvy and confident in their ability to protect their data. Others are overwhelmed trying to navigate the privacy settings that tech companies make available. And while many are concerned about their privacy, translating that concern into action can be complicated.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">No single factor explains the ins and outs of people\u2019s privacy choices. We explored three things that might matter: <strong>knowledge <\/strong>about privacy and cybersecurity topics; <strong>confidence <\/strong>in their tech skills; and <strong>concern <\/strong>about companies\u2019 data collection. Each sheds light on potential reasons why people do what they do online.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Some overall takeaways:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong><a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/internet\/2023\/10\/18\/a-deep-dive-into-online-privacy-choices\/#knowledge-and-privacy-choices\">Knowledge and privacy choices<\/a>:<\/strong> More privacy knowledge translates into more steps taken to protect data, but also more skepticism about whether those steps are actually useful.<\/li>\n\n\n\n<li><strong><a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/internet\/2023\/10\/18\/a-deep-dive-into-online-privacy-choices\/#Confidence-and-privacy-choices\">Confidence and privacy choices<\/a>:<\/strong> Those who are most confident using digital devices generally trust themselves to make privacy decisions. They\u2019re less overwhelmed than others. And they are more likely to take steps to protect their data.<\/li>\n\n\n\n<li><strong><a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/internet\/2023\/10\/18\/a-deep-dive-into-online-privacy-choices\/#Concern-and-privacy-choices\">Concern and privacy choices<\/a>: <\/strong>Concern about how companies use one\u2019s data often goes hand in hand with action. But the most concerned tend to be especially overwhelmed, and not everyone who\u2019s concerned takes these steps. Privacy policies are one example of a place where regardless of concern, Americans are largely inattentive.<\/li>\n<\/ul>\n\n\n\n<h3 data-is-section=\"true\" data-wp-context=\"{&quot;id&quot;:&quot;identifying-the-most-and-least-knowledgeable-confident-and-concerned&quot;}\" data-wp-interactive=\"{&quot;namespace&quot;:&quot;prc-block\\\/table-of-contents&quot;}\" class=\"wp-block-heading\" id=\"identifying-the-most-and-least-knowledgeable-confident-and-concerned\">Identifying the most and least knowledgeable, confident and concerned<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">In the sections that follow, we explore how privacy actions and feelings vary by six key groups:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The most versus least knowledgeable about privacy and cybersecurity;<\/li>\n\n\n\n<li>The most versus least confident using technology; and<\/li>\n\n\n\n<li>The most versus least concerned about what companies are doing with people\u2019s data.[3. numoffset=&#8221;3&#8243; For results among \u201cmoderately\u201d knowledgeable, confident and concerned Americans, read <a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/internet\/2023\/10\/18\/data-privacy-appendix-b-privacy-outcomes-by-knowledge-confidence-and-concern\/\">Appendix B<\/a>.] <\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The first two concepts relate to digital literacy. This <a href=\"https:\/\/www.edweek.org\/teaching-learning\/what-is-digital-literacy\/2016\/11\">can be defined in many ways<\/a> but is widely agreed upon as <a href=\"https:\/\/www.bbc.com\/worklife\/article\/20220923-why-digital-literacy-is-now-a-workplace-non-negotiable\">critical in today\u2019s world<\/a> \u2013 including for technical, daunting topics like managing online privacy.[4. Researchers and practitioners have taken a number of approaches to defining digital literacy. While this analysis explores only a limited number of measures, we acknowledge the broader body of literature around these topics relevant to privacy and online life generally.] The third relates to an ongoing debate: <a href=\"https:\/\/www.theatlantic.com\/technology\/archive\/2023\/09\/personal-data-digital-privacy-value-choices-rights\/675183\/\">Whether the \u201cprivacy paradox\u201d exists<\/a>. We walk through each of these below.<\/p>\n\n\n\n<h4 id=\"knowledge\" class=\"wp-block-heading\">Knowledge<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">First, we included five questions that were part of a larger series of <a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/internet\/2023\/08\/17\/what-americans-know-about-ai-cybersecurity-and-big-tech\/\">questions about tech knowledge<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Three of these questions were related to cybersecurity and best practices for \u201cdigital hygiene\u201d: identifying the most secure password from a list, knowing that cookies track users\u2019 visits and activity on websites, and being able to identify an example of two-factor authentication.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Two were about privacy regulations: knowing that the U.S. does not have a comprehensive national privacy law and knowing that websites in the U.S. are prohibited from collecting data from children under age 13 without a parent\u2019s consent.<\/p>\n\n\n\n<figure class=\"wp-block-image alignright size-full is-resized\"><a rel=\"attachment wp-att-114384\" href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/internet\/2023\/10\/18\/a-deep-dive-into-online-privacy-choices\/pi_2023-10-18_data-privacy_3-01-png\/\"><img data-dominant-color=\"e7eae9\" data-has-transparency=\"false\" loading=\"lazy\" decoding=\"async\" width=\"840\" height=\"1070\"  srcset=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/wp-content\/uploads\/sites\/20\/2023\/10\/PI_2023.10.18_data-privacy_3-01.png?resize=480,611 480w, https:\/\/alpha.pewresearch.org\/pewresearch-org\/wp-content\/uploads\/sites\/20\/2023\/10\/PI_2023.10.18_data-privacy_3-01.png?resize=782,996 782w, https:\/\/alpha.pewresearch.org\/pewresearch-org\/wp-content\/uploads\/sites\/20\/2023\/10\/PI_2023.10.18_data-privacy_3-01.png?resize=840,1070 840w\" sizes=\"(max-width: 480px) 480px, (max-width: 782px) 782px, 640px\" src=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/wp-content\/uploads\/sites\/20\/2023\/10\/PI_2023.10.18_data-privacy_3-01.png\" alt=\"A bar chart showing that Privacy and cybersecurity knowledge and confidence in digital skills vary by age and education\" class=\"wp-image-114384 not-transparent\" style=\"--dominant-color: #e7eae9; width:420px;height:undefinedpx\" \/><\/a><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">In total:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>21% of Americans can correctly answer at least four of the five items. We refer to this group as <strong>most knowledgeable<\/strong> about privacy and cybersecurity topics.[5. All questions were multiple choice. For purposes of this analysis, answers were counted as \u201cnot answered correctly\u201d if the respondent chose an incorrect answer, said they were not sure, or skipped the question. For more on how these individual shares break down \u2013 for example, the share of Americans who were not sure \u2013 refer to the topline or <a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/internet\/2023\/08\/17\/what-americans-know-about-ai-cybersecurity-and-big-tech\/\">read our report on Americans\u2019 knowledge of AI, cybersecurity and Big Tech<\/a>.] <\/li>\n\n\n\n<li>55% give two or three correct answers.<\/li>\n\n\n\n<li>24% answer zero or one item correctly; we call this group <strong>least knowledgeable.<\/strong><\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Levels of knowledge vary notably by age and education.<\/p>\n\n\n\n<h4 id=\"confidence\" class=\"wp-block-heading\">Confidence<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Aside from knowledge, we also explored how people feel about their tech skills.[6. Read <a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/internet\/2023\/10\/18\/data-privacy-appendix-c-confident-and-independent-use-of-digital-devices-by-age-and-education\/\">Appendix C<\/a> for details on Americans\u2019 ability to independently set up and use digital devices, which was covered in the survey but is not a focus of the analysis presented here.] Specifically, we asked about people\u2019s confidence using computers, smartphones or other electronic devices to do the things they need to do online.[7. The measures of knowledge and confidence are related, but not completely interchangeable. For example, just 3% of the most knowledgeable have little to no confidence in their tech skills. But at the other end of the spectrum, 31% of the least knowledgeable about privacy have a high level of confidence in their tech skills generally.] <\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>53% of Americans say they are very confident in these abilities \u2013 we refer to them as the <strong>most confident.<\/strong><\/li>\n\n\n\n<li>36% are somewhat confident.<\/li>\n\n\n\n<li>11% have little to no confidence \u2013 the <strong>least confident<\/strong> in this report.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">And like privacy knowledge, confidence in tech skills varies notably across demographic groups.<\/p>\n\n\n\n<h4 id=\"concern\" class=\"wp-block-heading\">Concern<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">We further looked at people\u2019s concerns about how their data is being used. A large body of research has explored the possibility of <a href=\"https:\/\/www.npr.org\/sections\/alltechconsidered\/2017\/01\/30\/512434746\/privacy-paradox-what-you-can-do-about-your-data-right-now\">a \u201cprivacy paradox\u201d:<\/a> Namely, worry about privacy doesn\u2019t always translate into action.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.theatlantic.com\/technology\/archive\/2023\/09\/personal-data-digital-privacy-value-choices-rights\/675183\/\">Whether and why this \u201cparadox\u201d exists<\/a> are up for debate. Some say <a href=\"https:\/\/www.futurity.org\/privacy-pizza-convenience-1505022\/\">convenience wins out<\/a> even if you have to give up data. Others say people\u2019s behaviors are more about being <a href=\"https:\/\/theconversation.com\/protecting-privacy-online-begins-with-tackling-digital-resignation-198979\">resigned to the realities of modern digital life<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When it comes to concern:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>35% of Americans say they are very concerned about how companies are using the data they collect about them. We refer to them as the <strong>most concerned<\/strong> about this.<\/li>\n\n\n\n<li>46% are somewhat concerned.<\/li>\n\n\n\n<li>19% are not at all or not too concerned. General conclusions presented in these sections largely remain unchanged when running analyses that control for demographic factors.] <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This pattern shows up across a number of items we examined. Some of the largest differences are in adjusting social media privacy settings, avoiding cookies, using a private browser or search engine and using a password manager.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yet knowledge breeds doubt as well. The most knowledgeable Americans are far more skeptical than the least knowledgeable that their actions will make a difference. And they are less confident that others who can access their data will do what is right with it.<\/p>\n\n\n\n<h4 id=\"age-and-knowledge\" class=\"wp-block-heading\">Age and knowledge<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Even among the highly knowledgeable, some digital habits still vary by age.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Among the most knowledgeable social media users:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>86% of the most knowledgeable users ages 18 to 49 ever change their social media privacy settings.<\/li>\n\n\n\n<li>This drops to 74% of those 50 and older.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">There are also age differences among the most savvy in using password managers:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Half of highly knowledgeable adults under 50 use a password manager.<\/li>\n\n\n\n<li>This compares with 40% of those 50 to 64 and 33% of those 65 and up.<\/li>\n<\/ul>\n\n\n\n<h3 data-is-section=\"true\" data-wp-context=\"{&quot;id&quot;:&quot;Confidence-and-privacy-choices&quot;}\" data-wp-interactive=\"{&quot;namespace&quot;:&quot;prc-block\\\/table-of-contents&quot;}\" class=\"wp-block-heading\" id=\"Confidence-and-privacy-choices\">Confidence and privacy choices<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Like knowledge, confidence also relates to how people act and feel about their online privacy.<\/p>\n\n\n\n<figure class=\"wp-block-image alignright size-full is-resized\"><a rel=\"attachment wp-att-114397\" href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/internet\/2023\/10\/18\/a-deep-dive-into-online-privacy-choices\/pi_2023-10-18_data-privacy_3-03-png\/\"><img data-dominant-color=\"f0f1f1\" data-has-transparency=\"false\" loading=\"lazy\" decoding=\"async\" width=\"840\" height=\"1464\"  srcset=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/wp-content\/uploads\/sites\/20\/2023\/10\/PI_2023.10.18_data-privacy_3-03.png?resize=480,837 480w, https:\/\/alpha.pewresearch.org\/pewresearch-org\/wp-content\/uploads\/sites\/20\/2023\/10\/PI_2023.10.18_data-privacy_3-03.png?resize=782,1363 782w, https:\/\/alpha.pewresearch.org\/pewresearch-org\/wp-content\/uploads\/sites\/20\/2023\/10\/PI_2023.10.18_data-privacy_3-03.png?resize=840,1464 840w\" sizes=\"(max-width: 480px) 480px, (max-width: 782px) 782px, 640px\" src=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/wp-content\/uploads\/sites\/20\/2023\/10\/PI_2023.10.18_data-privacy_3-03.png\" alt=\"People who are most confident in their tech skills trust themselves to manage their data privacy, and are far more likely to take steps to do so\" class=\"wp-image-114397 not-transparent\" style=\"--dominant-color: #f0f1f1; width:420px;height:undefinedpx\" \/><\/a><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Americans who are most confident in their tech skills are most likely to trust themselves with privacy decisions. Fully 83% of the most confident say so. Still, more than half \u2013 56% \u2013 of the least confident trust themselves with these kinds of calls.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The most confident are also far more likely to ever take each of the actions we explored. For example, 41% of the most confident Americans use a password manager, versus just 17% of those least confident in their tech skills.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The most confident are <em>least <\/em>likely to be overwhelmed by the task of managing online privacy. Those with moderate or low levels of confidence are both more overwhelmed, by comparison.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Even so, those with little to no confidence take some steps to protect their data:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>66% of the least confident use a passcode lock on their phone, if they own one.<\/li>\n\n\n\n<li>55% of the least confident ever decline cookies or other tracking on websites.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Skepticism also is widespread across confidence levels. They\u2019re also more likely to decline cookies, use a private browser or change social media privacy settings.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yet this doesn\u2019t mean everyone who is most concerned takes these steps. Half or fewer of the most concerned ever use a browser where they can\u2019t be tracked or use encrypted messaging. And while a majority of the most concerned have changed up the digital products they use because of this, another 34% of this group have not done so.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It can be daunting to figure out how to address privacy concerns, and some of the emotional reactions we explored illustrate this.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The most concerned are far more overwhelmed managing their privacy, compared with those with little to no concern. Among the least knowledgeable, that share drops to 36%.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This mirrors patterns by age and education discussed in Chapter 2. Younger adults and those with higher levels of formal education are <a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/internet\/2023\/10\/18\/how-americans-protect-their-online-data\/#how-people-approach-privacy-policies\">especially likely to ignore online privacy policies<\/a>. These groups also have more knowledge and confidence.<\/p>\n\n\n\n<h4 id=\"age-and-knowledge\" class=\"wp-block-heading\">Age and knowledge<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Within the most knowledgeable group, we still see that age matters:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Some 84% of highly knowledgeable 18- to 29-year-olds frequently skip privacy policies.<\/li>\n\n\n\n<li>That share is 75% among those ages 30 to 49 and 70% of those 50 to 64.<\/li>\n\n\n\n<li>And it drops further to 59% among those 65 and older.<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>People face a number of choices in managing their online privacy, and each person approaches these from a different angle.
