Their <a href=\"http:\/\/www.nyc.gov\/html\/dcp\/pdf\/census\/census2010\/cqr_submission.pdf\">detailed submission under the Count Question Resolution program<\/a> argues that census-takers &#8220;erroneously determined to be vacant&#8221; many units that were in fact occupied. (The New York\u00a0 Department of City Planning also issued a <a href=\"http:\/\/www.nyc.gov\/html\/dcp\/pdf\/census\/census2010\/briefing_booklet.pdf\">briefing book<\/a> and <a href=\"http:\/\/www.nyc.gov\/html\/dcp\/html\/about\/pr081011.shtml\">press release<\/a> on the challenge.)<!--more--><\/p>\n\n<p class=\"wp-block-paragraph\">The<a href=\"http:\/\/2010.census.gov\/2010census\/about\/cqr.php\"> bureau&#8217;s census challenge process<\/a> would not result in changes in the population base for congressional reapportionment, but could help cities and counties boost their federal funding because changes would be incorporated into annual population estimates used for that purpose. The census challenge program offers only a <a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/social-trends\/2011\/04\/06\/challenging-your-local-census-count\/\">limited opportunity to challenge the numbers,<\/a> and added a net 2,700 people to the nation&#8217;s population after the 2000 Census.<\/p>\n\n<p class=\"wp-block-paragraph\">Bureau officials say they have <a href=\"http:\/\/www.census.gov\/2010census\/pdf\/cqr_gu_status_rpt_1-3-13.pdf\">received 48 challenges<\/a> so far.
