But, following strict quarantine measures in places such as Spain, Italy and France \u2013 as well as some EU-wide initiatives like <a href=\"https:\/\/www.washingtonpost.com\/world\/europe\/europe-closing-borders-coronavirus\/2020\/03\/17\/131a6f56-67c8-11ea-b199-3a9799c54512_story.html\" target=\"_blank\" rel=\"noopener noreferrer\">closing borders between countries<\/a> for the first time in the bloc\u2019s history \u2013 the number of cases fell dramatically. While <a href=\"https:\/\/time.com\/5902172\/europe-coronavirus-second-wave-belgium-czech-republic\/\" target=\"_blank\" rel=\"noopener noreferrer\">cases are now rising precipitously<\/a> across much of Europe, results of a survey fielded from June to August indicate that as of summer 2020, many in Europe said the EU had handled COVID-19 well.<\/p>\n\n<p class=\"wp-block-paragraph\">(For more on the state of the coronavirus pandemic in Europe at the time of the survey, see \u201cEuropeans approved of EU\u2019s handling of COVID-19 this summer \u2013 but much has changed since\u201d)<\/p>\n\n<p class=\"wp-block-paragraph\">Across the eight EU member states surveyed, a median of 61% said the EU had done a good job handling the coronavirus outbreak. Germany and the Netherlands were the most positive toward the EU response, with 68% in both countries agreeing the EU had done a good job handling COVID-19. Publics in Italy (54%) and Belgium (51%) had a more mixed assessment, but about half or more in these countries still said the EU had handled the outbreak well.<\/p>\n\n<p class=\"wp-block-paragraph\">In the UK \u2013 which formally left EU in January of this year \u2013 around two-thirds also approved of the EU\u2019s handling of COVID-19. This is notably more Britons than approved of the UK\u2019s own domestic handling of COVID-19, which only 46% applauded.<\/p>\n\n<figure class=\"wp-block-image alignright\"><a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/global\/2020\/11\/17\/majorities-in-the-european-union-have-favorable-views-of-the-bloc\/pg_2020-11-17_eu_2-02\/\" rel=\"attachment wp-att-48355\"><img decoding=\"async\" class=\"wp-image-48355\" src=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/global\/wp-content\/uploads\/sites\/2\/2020\/11\/PG_2020.11.17_EU_2-02.png?w=420\" alt=\"Many approved more of their own country\u2019s handling of the coronavirus outbreak than of the EU\u2019s handling\" ><\/a><\/figure>\n\n<p class=\"wp-block-paragraph\">Outside of the UK, Spain stands out as the only other European country surveyed where more approved of how the EU handled COVID than said the same of their own country \u2013 65% vs. 54% said each had done a good job, respectively.<\/p>\n\n<p class=\"wp-block-paragraph\">French adults viewed both the EU and their own country\u2019s response in similar terms, while in places like Italy and Germany, people were more likely to say their own government\u2019s response was good than that of the EU by 20 percentage points.<\/p>\n\n<p class=\"wp-block-paragraph\">In Sweden, Italy, Germany and the UK, those on the ideological left were more likely than those on the right to approve of the EU\u2019s handling of the COVID-19 pandemic. In France \u2013 where the ruling party, En Marche, is <a href=\"https:\/\/www.reuters.com\/article\/us-macron-poll\/macrons-party-reclaims-top-spot-from-le-pen-in-european-vote-poll-idUSKCN1PA2EC\" target=\"_blank\" rel=\"noopener noreferrer\">centrist<\/a> \u2013 those who place themselves in the center of the ideological spectrum were more likely to approve of the EU\u2019s work. Age, education levels and income levels were only related to opinions of the bloc\u2019s efforts in a handful of countries.<\/p>\n\n<p class=\"wp-block-paragraph\">Support for right-wing populist parties was related to criticism of the EU\u2019s response to coronavirus in four European countries. This was most pronounced in Germany, where 53% of those with a favorable opinion of the right-wing Alternative for Germany (AfD) said the EU had done well handling the COVID-19 outbreak, versus 69% who do not hold favorable views of the party \u2013 a 16-point difference. Similar differences emerged in Italy, Sweden and the UK.<\/p>\n\n<h3 data-is-section=\"true\" data-wp-context=\"{&quot;id&quot;:&quot;economic-views-were-related-to-opinion-of-how-eu-handled-covid-19&quot;}\" data-wp-interactive=\"{&quot;namespace&quot;:&quot;prc-block\\\/table-of-contents&quot;}\" id=\"economic-views-were-related-to-opinion-of-how-eu-handled-covid-19\" class=\"wp-block-heading\">Economic views were related to opinion of how EU handled COVID-19<\/h3>\n\n<figure class=\"wp-block-image alignright\"><a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/global\/2020\/11\/17\/majorities-in-the-european-union-have-favorable-views-of-the-bloc\/pg_2020-11-17_eu_2-03\/\" rel=\"attachment wp-att-48356\"><img data-dominant-color=\"f2f2f1\" data-has-transparency=\"false\" style=\"--dominant-color: #f2f2f1;\" decoding=\"async\" sizes=\"(max-width: 838px) 100vw, 838px\" class=\"wp-image-48356 not-transparent\" src=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/global\/wp-content\/uploads\/sites\/2\/2020\/11\/PG_2020.11.17_EU_2-03.png?w=310\" alt=\"Those who saw economy in good shape were more likely to approve of EU\u2019s COVID-19 response as of summer \" ><\/a><\/figure>\n\n<p class=\"wp-block-paragraph\">The coronavirus outbreak has <a href=\"https:\/\/ec.europa.eu\/jrc\/en\/news\/jrc-analyses-covid-19-impact-economy-and-labour-markets-help-guide-eu-response\" target=\"_blank\" rel=\"noopener noreferrer\">negatively impacted<\/a> economies across the European Union and the UK. In July, as the survey was fielding across Europe, the EU agreed to <a href=\"https:\/\/www.npr.org\/sections\/coronavirus-live-updates\/2020\/07\/21\/893408948\/eu-agrees-to-858-billion-in-grants-loans-to-bailout-pandemic-battered-economies\" target=\"_blank\" rel=\"noopener noreferrer\">a 750 billion euro bailout package<\/a> to help stimulate the economies of its member nations and to help them recover from the recession caused by COVID-19.<\/p>\n\n<p class=\"wp-block-paragraph\">In all EU member states surveyed, those who viewed their own domestic economy as in good shape were more likely to approve of the EU\u2019s handling of the coronavirus pandemic.<\/p>\n\n<p class=\"wp-block-paragraph\">The largest difference was among Belgians: 64% of those who saw the economy in good shape also approved of the job the EU had done handling the outbreak, compared with 45% of those who saw the economy in poor shape. In the UK, which is no longer a member state, assessments of the country\u2019s economy were unrelated to opinion of the EU\u2019s response.<\/p>\n\n<figure class=\"wp-block-image alignright\"><a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/global\/2020\/11\/17\/majorities-in-the-european-union-have-favorable-views-of-the-bloc\/pg_2020-11-17_eu_2-04\/\" rel=\"attachment wp-att-48357\"><img data-dominant-color=\"ededed\" data-has-transparency=\"false\" style=\"--dominant-color: #ededed;\" decoding=\"async\" sizes=\"(max-width: 846px) 100vw, 846px\" class=\"wp-image-48357 not-transparent\" src=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/global\/wp-content\/uploads\/sites\/2\/2020\/11\/PG_2020.11.17_EU_2-04.png?w=310\" alt=\"Those with optimistic economic outlook were more likely to approve of the EU\u2019s handling of the coronavirus outbreak\" ><\/a><\/figure>\n\n<p class=\"wp-block-paragraph\">In most countries, too, people\u2019s economic optimism was tied to their opinions of the EU\u2019s efforts. For example, in Italy \u2013 <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2020-07-28\/spain-and-italy-are-big-beneficiaries-of-eu-recovery-deal-chart\" target=\"_blank\" rel=\"noopener noreferrer\">one of the largest beneficiaries of the EU recovery deal<\/a> \u2013 those who expected their economy would improve were more likely to approve of the EU\u2019s handling of the COVID-19 outbreak than those who expected their economy to worsen \u2013 61% vs. 46%, respectively.<\/p>\n\n<p class=\"wp-block-paragraph\">In Spain, another country that will be a key recipient of EU money, the difference was almost 20 percentage points. But even in the Netherlands \u2013 a country that <a href=\"https:\/\/apnews.com\/article\/2f2ed301505c371a2d15bb61ac16ecc9\" target=\"_blank\" rel=\"noopener noreferrer\">led some of the opposition<\/a> to the stimulus package prior to its passage \u2013 the public\u2019s economic optimism was tied to their views of the EU\u2019s response.<\/p>\n\n<h3 data-is-section=\"true\" data-wp-context=\"{&quot;id&quot;:&quot;perceptions-of-eu-response-to-covid-19-colored-views-of-the-organization&quot;}\" data-wp-interactive=\"{&quot;namespace&quot;:&quot;prc-block\\\/table-of-contents&quot;}\" id=\"perceptions-of-eu-response-to-covid-19-colored-views-of-the-organization\" class=\"wp-block-heading\">Perceptions of EU response to COVID-19 colored views of the organization<\/h3>\n\n<figure class=\"wp-block-image alignright\"><a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/global\/2020\/11\/17\/majorities-in-the-european-union-have-favorable-views-of-the-bloc\/pg_2020-11-17_eu_2-05\/\" rel=\"attachment wp-att-48358\"><img decoding=\"async\" class=\"wp-image-48358\" src=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/global\/wp-content\/uploads\/sites\/2\/2020\/11\/PG_2020.11.17_EU_2-05.png?w=420\" alt=\"Those who said the EU did a good job handling COVID-19 had a more favorable view of organization\" ><\/a><\/figure>\n\n<p class=\"wp-block-paragraph\">In every European country surveyed over the summer, those who said the EU had done well in its response to the pandemic were much more likely to have a positive overall view of the organization than those who said the EU handled COVID-19 poorly. In France, those who said the EU had done well in dealing with the outbreak were 42 percentage points more likely to have a favorable opinion of the organization than those who said the EU\u2019s response had been bad (78% vs. 36%, respectively).<\/p>\n\n<figure class=\"wp-block-image alignright\"><a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/global\/2020\/11\/17\/majorities-in-the-european-union-have-favorable-views-of-the-bloc\/pg_2020-11-17_eu_2-06\/\" rel=\"attachment wp-att-48359\"><img decoding=\"async\" class=\"wp-image-48359\" src=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/global\/wp-content\/uploads\/sites\/2\/2020\/11\/PG_2020.11.17_EU_2-06.png?w=310\" alt=\"During the summer, Europeans who saw economic situation as good were more positive toward EU\" ><\/a><\/figure>\n\n<p class=\"wp-block-paragraph\">As was the case with regard to perceptions of the EU\u2019s response to COVID-19, views of the economy also color views of the EU overall. In this summer\u2019s survey, those who said their national economy was doing well were more likely to have a favorable view of the EU. In Sweden, for example, 72% with a positive economic outlook had a favorable view of the EU, compared with 52% who said their current economic situation was bad. Significant differences were present across every EU country included in the survey. This is consistent with previous <a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/global\/2019\/10\/14\/the-european-union\/\">Pew Research Center surveys<\/a>, which found that those with a positive view of the current economy were more likely to have a favorable view of the EU than those with a negative view of the economy.<\/p>\n\n<p class=\"wp-block-paragraph\">When it comes to future economic perceptions, the pattern was similar: Those who expected their country\u2019s economy to improve next year had a more positive opinion of the EU than those who said the economic situation will worsen.<\/p>","protected":false},"excerpt":{"rendered":"<p>Europe was home to some of the earliest \u2013 and largest \u2013 outbreaks of the novel coronavirus in February and March.
