For this analysis, we surveyed 3,554 adults from Aug. 4 to 10, 2025. Everyone who took part in this survey is a member of the Center\u2019s American Trends Panel (ATP), a group of people recruited through national, random sampling of residential addresses who have agreed to take surveys regularly. This kind of recruitment gives nearly all U.S. adults a chance of selection.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Interviews were conducted either online or by telephone with a live interviewer. The survey is weighted to be representative of the U.S. adult population by gender, race, ethnicity, partisan affiliation, education, presidential vote (among voters) and other factors. <a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/our-methods\/u-s-surveys\/the-american-trends-panel\/\">Read more about the ATP\u2019s methodology<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Here are the <a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/wp-content\/uploads\/sites\/20\/2025\/08\/PP_2025.8.22_voting-policy_questionnaire.pdf\">questions used for this report<\/a>, the <a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/wp-content\/uploads\/sites\/20\/2025\/08\/PP_2025.8.22_voting-policy_topline.pdf\">topline<\/a> and the <a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/2025\/08\/22\/voting-policy-methodology\/\">survey methodology<\/a>.<\/p>\n<\/details>\n\n\n\n<p class=\"wp-block-paragraph\">President Donald Trump\u2019s <a href=\"https:\/\/abcnews.go.com\/Politics\/trump-lead-movement-end-mail-voting\/story?id=124737903\">recent pledge<\/a> to \u201clead a movement\u201d to end mail-in voting comes as a 58% majority of Americans favor allowing any voter to cast their ballot by mail if they want to.<\/p>\n\n\n\n<figure class=\"wp-block-image alignright size-420-wide\"><a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/?attachment_id=272915\"><img data-dominant-color=\"ede9dc\" data-has-transparency=\"false\" style=\"--dominant-color: #ede9dc;\" loading=\"lazy\" decoding=\"async\" width=\"840\" height=\"1288\" src=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/wp-content\/uploads\/sites\/20\/2025\/08\/PP_2025.8.22_voting_00-01.png?w=420\" alt=\"Chart shows Broad public support for paper ballot backups, voter ID, early voting and an Election Day holiday\" class=\"wp-image-272915 not-transparent\" srcset=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/wp-content\/uploads\/sites\/20\/2025\/08\/PP_2025.8.22_voting_00-01.png 840w, https:\/\/alpha.pewresearch.org\/pewresearch-org\/wp-content\/uploads\/sites\/20\/2025\/08\/PP_2025.8.22_voting_00-01.png?resize=196,300 196w, https:\/\/alpha.pewresearch.org\/pewresearch-org\/wp-content\/uploads\/sites\/20\/2025\/08\/PP_2025.8.22_voting_00-01.png?resize=768,1178 768w, https:\/\/alpha.pewresearch.org\/pewresearch-org\/wp-content\/uploads\/sites\/20\/2025\/08\/PP_2025.8.22_voting_00-01.png?resize=668,1024 668w, https:\/\/alpha.pewresearch.org\/pewresearch-org\/wp-content\/uploads\/sites\/20\/2025\/08\/PP_2025.8.22_voting_00-01.png?resize=640,981 640w\" sizes=\"auto, (max-width: 840px) 100vw, 840px\" \/><\/a><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">But Democrats and Republicans continue to hold starkly different views: <strong>Today, 83% of Democrats and Democratic-leaning independents support no-excuse voting by mail, while 68% of Republicans and Republican leaners <em>oppose<\/em> it.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Several other proposals related to the U.S. electoral system win widespread support across the political spectrum, according to a new Pew Research Center survey of 3,554 adults conducted Aug. 4-10, prior to Trump\u2019s announcement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Among the most-supported proposals:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Requiring electronic voting machines to print a paper backup of a voter\u2019s ballot (84% in favor)<\/li>\n\n\n\n<li>Requiring all voters to show government-issued photo identification (83%)<\/li>\n\n\n\n<li>Making early, in-person voting available for at least two weeks prior to the election (80%)<\/li>\n\n\n\n<li>Making Election Day a federal holiday (74%)<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Each of these draws support from majorities in both partisan coalitions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Of the 10 proposals included in the survey, just two are more opposed by Americans than favored:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>52% oppose banning groups from collecting completed ballots from a large number of voters to return them to election officials. (This is sometimes called \u201cballot harvesting\u201d by opponents of the practice and it is currently illegal <a href=\"https:\/\/www.ncsl.org\/elections-and-campaigns\/table-10-ballot-collection-laws\">in about half of states<\/a>.)<\/li>\n\n\n\n<li>56% oppose removing people from registration lists if they haven\u2019t voted recently or responded to efforts to confirm their registration and address.<\/li>\n<\/ul>\n\n\n\n<h3 data-is-section=\"true\" data-wp-context=\"{&quot;id&quot;:&quot;automatic-voter-registration-same-day-registration-early-voting-and-voting-by-mail&quot;}\" data-wp-interactive=\"{&quot;namespace&quot;:&quot;prc-block\\\/table-of-contents&quot;}\" class=\"wp-block-heading\" id=\"automatic-voter-registration-same-day-registration-early-voting-and-voting-by-mail\">Automatic voter registration, same-day registration, early voting and voting by mail<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">In addition to making in-person early voting available for two weeks and mail-in voting available to any registered voter who wants it, <strong>about six-in-ten<\/strong> <strong>Americans favor<\/strong> <strong>automatic voter registration for eligible citizens (59%)<\/strong> <strong>and same-day voter registration (58%).<\/strong><\/p>\n\n\n\n<figure class=\"wp-block-image alignright size-310-wide\"><a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/?attachment_id=272914\"><img data-dominant-color=\"ededeb\" data-has-transparency=\"true\" style=\"--dominant-color: #ededeb;\" loading=\"lazy\" decoding=\"async\" width=\"620\" height=\"1165\" src=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/wp-content\/uploads\/sites\/20\/2025\/08\/PP_2025.8.22_voting_00-02.png?w=310\" alt=\"Chart shows Majorities support several proposals to increase ballot access, but partisan gaps remain\" class=\"wp-image-272914 has-transparency\" srcset=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/wp-content\/uploads\/sites\/20\/2025\/08\/PP_2025.8.22_voting_00-02.png 620w, https:\/\/alpha.pewresearch.org\/pewresearch-org\/wp-content\/uploads\/sites\/20\/2025\/08\/PP_2025.8.22_voting_00-02.png?resize=160,300 160w, https:\/\/alpha.pewresearch.org\/pewresearch-org\/wp-content\/uploads\/sites\/20\/2025\/08\/PP_2025.8.22_voting_00-02.png?resize=545,1024 545w\" sizes=\"auto, (max-width: 620px) 100vw, 620px\" \/><\/a><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">As has long been the case, there is more support for each of these proposals among Democrats than Republicans.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>77% of Democrats and 42% of Republicans support automatic voter registration.<\/li>\n\n\n\n<li>Similarly, 72% of Democrats and 43% of Republicans favor allowing registration at the polls on Election Day.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The partisan gap over in-person early voting is narrower, and support has grown among Republicans since last year. Today, majorities in both parties (89% of Democrats, 71% of Republicans) favor at least two weeks of early, in-person voting.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In contrast, there is a wide gap of 51 percentage points in partisans\u2019 support for mail-in voting. And this gap is substantially wider than it was five years ago \u2013 the result of a steep drop in support among Republicans.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>In April 2020, during the early months of the <a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/topic\/coronavirus-disease-covid-19\/\">COVID-19 pandemic<\/a>, 70% of Americans favored allowing any voter who wanted to cast a ballot via mail to do so. This included nearly half of Republicans (49%) and nearly nine-in-ten Democrats (87%).<\/li>\n\n\n\n<li>Now, 58% of Americans support allowing voters to cast ballots by mail, including 32% of Republicans and 83% of Democrats.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Voting by mail is more widespread today than it was before the pandemic, though the share of voters who cast their ballots in person in 2024 was greater than the share who did so in the pandemic election of 2020. According to <a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/politics\/2025\/06\/26\/behind-trumps-2024-victory-a-more-racially-and-ethnically-diverse-voter-coalition\/\">Pew Research Center\u2019s study of validated voters<\/a>, voters in the 2024 presidential election were roughly equally likely to have voted in person on Election Day (34%), early in person (32%) or by mail (34%).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Trump voters were more likely to vote in person on Election Day (38% of his voters did so) than voters who supported then-Vice President Kamala Harris (29%).<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"voting-by-mail-and-state-election-rules\">Voting by mail and state election rules<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">While support for no-excuse absentee voting is strongly associated with party, both Republicans and Democrats living in states where mail-in voting is more common are more likely to support the practice than those living in states where absentee and mail-in voting is more restricted.<\/p>\n\n\n\n<figure class=\"wp-block-image alignright size-420-wide\"><a href=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/?attachment_id=272913\"><img data-dominant-color=\"f0efef\" data-has-transparency=\"true\" style=\"--dominant-color: #f0efef;\" loading=\"lazy\" decoding=\"async\" width=\"840\" height=\"764\" src=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/wp-content\/uploads\/sites\/20\/2025\/08\/PP_2025.8.22_voting_00-03.png?w=420\" alt=\"Chart shows In both parties, those in states with universal or no-excuse absentee voting are more likely to support it\" class=\"wp-image-272913 has-transparency\" srcset=\"https:\/\/alpha.pewresearch.org\/pewresearch-org\/wp-content\/uploads\/sites\/20\/2025\/08\/PP_2025.8.22_voting_00-03.png 840w, https:\/\/alpha.pewresearch.org\/pewresearch-org\/wp-content\/uploads\/sites\/20\/2025\/08\/PP_2025.8.22_voting_00-03.png?resize=300,273 300w, https:\/\/alpha.pewresearch.org\/pewresearch-org\/wp-content\/uploads\/sites\/20\/2025\/08\/PP_2025.8.22_voting_00-03.png?resize=768,699 768w, https:\/\/alpha.pewresearch.org\/pewresearch-org\/wp-content\/uploads\/sites\/20\/2025\/08\/PP_2025.8.22_voting_00-03.png?resize=640,582 640w\" sizes=\"auto, (max-width: 840px) 100vw, 840px\" \/><\/a><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">In states with universal mail-in voting \u2013 like California, Colorado and Nevada, where ballots are mailed to all voters before the election \u2013 73% favor allowing any voter to vote by mail, including 91% of Democrats and 46% of Republicans.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In states where voters can request an absentee ballot for any reason, but ballots aren\u2019t automatically sent to them \u2013 like Florida, New York and Pennsylvania \u2013 58% favor allowing any voter to cast a ballot by mail.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Support for mail-in voting is lowest in states where voters can only cast a mail ballot if they have a valid excuse. (For example, in Texas, excuses include being 65 years of age or older, illness or disability, or a legitimate reason for being out of one\u2019s home county on Election Day.) More than nine-in-ten Republicans (95%) and about seven-in-ten Democrats (71%) favor requiring all voters to show government-issued photo identification to vote.<\/p>\n\n\n\n<h5 id=\"removing-inactive-voters-ballot-collections\" class=\"wp-block-heading\">Removing inactive voters, ballot collections<\/h5>\n\n\n\n<p class=\"wp-block-paragraph\">Two other proposals are supported by fewer than half of Americans, both of them winning more support from Republicans than Democrats:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>45% of Americans \u2013 including 55% of Republicans and 37% of Democrats \u2013 favor banning mass ballot collections, sometimes called \u201cballot harvesting.\u201d<\/li>\n\n\n\n<li>43% favor purging the voter rolls of those who have not recently voted or confirmed their registration.
